The collection includes copies, drafts, memorandums, and correspondence regarding Executive Order 12835, Presidential Decision Directive/NEC-2, and general matters concerning workflow and membership of the NEC. Scope and Content Note The materials in FOIA 2014-1041-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. The records in this FOIA request detail the establishment and organization of the National Economic Council (NEC). After just five days in office, President Clinton established the NEC on January 25, 1993 by Executive Order 12835. President Clinton then detailed its organization in Presidential Decision Directive/NEC -2 on March 24, 1993. The Council, now housed in the White House Office of Policy Development, has the role of coordinating domestic and international economic policy-making and advice. The WHORM Subject File contains correspondence regarding the Executive Order establishing the National Economic Council (NEC). In addition, the WHORM Subject File contains copies and drafts of this Executive Order. The WHORM Subject File CF contains memoranda on NEC membership. Included is a January 23, 1993 memo from Deputy Chief of Staff Mark Gearan to White House Chief of Staff Mack McLarty outlining membership options. Presidential Decision Directive/NEC-2 on the establishment of the NEC is included along with NEC-3 and NEC-4, which established membership for the Department of Defense and the Small Business Administration. In the National Economic Council files, Sylvia Mathew’s records include correspondence and statements regarding the NEC that concern workflow, guidelines for briefing the President, initial initiatives, and directives on function and membership. In the White House Counsel’s Office, the files of Bernard Nussbaum hold a copy of Executive Order 12835. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.
