FOIA request 2008-0829-F contains correspondence, reports, manuals, briefs, and memos related to or concerning the National Polar-Orbiting Environment Satellite System or NPOESS. NPOESS is a triagency program with the Department of Commerce (specifically the National Oceanic and Atmospheric Administration, NOAA), the Department of Defense (DOD, specifically the Air Force), and the National Aeronautics and Space Administration (NASA) designed to merge the civil and defense weather satellite programs in order to reduce costs and to provide defense weather and climate coverage with improved capabilities. In 1994, the National Performance Review reported that converging the existing polar systems from the Department of Commerce (DOC) and Department of Defense (DoD) would result in a more cost efficient integrated system. Converging U.S. polar-orbiting satellite programs, the National Polar- 2008-0829-F http://www.clintonlibrary.gov 2 orbiting Operational Environmental Satellite System was designed to reduce the number of polarorbiting systems from four U.S. satellite groups to three. In May 1994, a convergence plan was submitted to the U.S. Congress stating NPOESS would eliminate the financial redundancy of acquiring and operating polar-orbiting environmental satellite systems, while continuing to satisfy U.S. operational requirement for data from these systems. The current NPOESS mandate extends to the year 2026. Additional materials include email and memoranda regarding discussing the inclusion of the European Meteorological Satellite (EUMETSAT) as part of the NPOESS. The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential Records email. The ARMS dataset is comprised of 6 sub-series of email records called “Buckets.” The buckets include NPR, OPD, POTUS, WHO, CEA, and Default. ARMS email are arranged chronologically by creation date. The Tape Restoration Project (TRP) is a database consisting of restored emails from the Automated Records Management System from July 1994 through June of 2000. The TRP is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential record email. The TRP dataset is comprised of 6 sub-series of email records called “Buckets.” The buckets include NPR, OPD, POTUS, WHO, CEA, and Default. ARMS emails are arranged chronologically by creation date.
