This collection consists of records on National Security Council (NSC) meetings regarding Al-Qaeda, Afghanistan, or the Taliban, from August 1998 to January 2001. These interagency meetings were in the form of either Principals Committee (PC), Deputies Committee (DC), or Counterterrorism Security (CSG) meetings. These materials consist of emails and memoranda notifying various NSC staffers of upcoming PC, DC, and CSG meetings. The majority of this FOIA case is currently withheld under PRA and FOIA restrictions.

FOIA request 2006-1131-F contains records on National Security Council (NSC) meetings, including Principals Committee (PC), Deputies Committee (DC), and Counterterrorism Security (CSG) meetings from August 1998 to January 2001, regarding Al-Qaeda, Afghanistan, or the Taliban. The 1998 U.S. Embassy bombings occurred on August 7, 1998. Hundreds of people were killed in simultaneous truck bomb explosions at the United States embassies in the major East African cities of Dar es Salaam, Tanzania and Nairobi, Kenya. The attacks, linked to local members of the Egyptian Islamic Jihad, and the U.S. air strike response, brought Osama bin Laden, Al-Qaeda, and the Taliban to the attention of the U.S. public for the first time. Immediately after the embassy bombings, the NSC increased the number and frequency of interagency meetings regarding the state of affairs in Afghanistan. It should be noted that due to national security restrictions, the majority of this collection remains closed in whole. 2006-1131-F NARA’s web site is http://www.archives.gov The majority of responsive material may be found in the NSC Cables, Emails, and Records Management Systems (RMS). The NSC Email system contains memoranda notifying various NSC staffers of upcoming PC, DC, and CSG meetings. Also included are email attachments, containing routine discussions of congressional updates and briefings in the wake of the Sudan-Afghanistan strikes.

Records responsive to this FOIA request were found in three collection areas— Clinton Presidential Records: White House Staff and Office Files, Clinton Presidential Records: Automated Records Management System (ARMS) Emails, and Clinton Presidential Records: NSC Cable, Email, and Records Management Systems.

Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 USC 2201) and the Freedom of Information Act (FOIA) (5 USC 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.
