Scope and Content Note The materials in 2013-0661-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult 2013-0124-S, Shirley Sagawa, for related materials. FOIA 2013-0661-F contains files regarding national service and AmeriCorps. A favorite of President Clinton, AmeriCorps is a national community service program. AmeriCorps has been best described as a domestic hybrid between John F. Kennedy’s Peace Corps and Franklin D. Roosevelt’s Civilian Conservation Corps. After completing two years of service, AmeriCorps members receive educational awards to help pay for college or pay off student loans. President Clinton signed the National and Community Service Trust Act in September 1993, which created the Corporation for National Service. This corporation, first led by Eli Segal, oversaw AmeriCorps. Since the first class of members in 1994, nearly 10,000 young men and women have worked in thousands of communities, performing a variety of public services. The records responsive to this FOIA consist of the second segment of records concerning national service and AmeriCorps. Documents in this batch of material include correspondence, reports, applications, publications, pamphlets, programs, resumes, project proposals, papers, lists, and schedules. The files of Rick Allen contain extensive records dealing with community service in each state. For instance, at the University of California at Los Angeles (UCLA) students take part in a wide variety of community outreach programs through the Community Service Commission (CSC). As another example, in Colorado Serve-America acts as the focus point for across the board school-based, community-based, and adult volunteer service-learning programs. The records of Jim Kreidler have project proposals for community service going from the very specific to quite broad in nature. On many of these suggestions Eli Segal comments on the viability of each individual initiative in his own handwriting. Shirley Sagawa, who served as executive director and executive vice president for the Corporation for National and Community Service from 1993 to 1997, has material in this collection that consists largely of calendars detailing her day-to-day activities. Her interaction with Eli Segal can be followed through these records. In addition, Sagawa’s role in organizing the Citizens Service Summit of April 27-29, 1997 is amply documented A few records from Eli Segal and Sarah Whitman, two central figures in how national service played out in the Clinton administration, comprise the last portion of this FOIA case. The documents concerning Segal largely take the form of trip files showing who he met with, the speeches he gave, and his interviews with the press. The focus of Whitman’s material centers on the issue of state structure. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.
