Researchers should consult 2013-0661-F (segments 1 & 2) and 2013-0124-S, Shirley Sagawa, for related materials. FOIA 2013-0661-F is the 3rd segment of files regarding AmeriCorps and national service. AmeriCorps is a federal program that focuses on community service and volunteerism. The National and Community Service Trust Act was signed into law by President Bill Clinton in September 1993. This Act created the Corporation for National and Community Service, which oversees AmeriCorps and other national service programs. The program's creation was aimed at addressing various social needs within communities across the country, while also providing opportunities for individuals to engage in meaningful service work. AmeriCorps members, often referred to as "corps members," commit to serving in a variety of roles, such as education, disaster relief, environmental stewardship, and more. They receive a modest stipend and, upon completing their service, are eligible to receive an education award that can be used for higher education expenses or to pay off student loans. Eli Segal played a pivotal role in the development of AmeriCorps. He was a close advisor to President Clinton and was instrumental in the program's conception and implementation. He served as the first CEO of the Corporation for National and Community Service (CNS). Specifically, these files comprise of White House Office of Records Management (WHORM) Subject Files containing memos from Eli Segal on the establishment and management of AmeriCorps, national service speeches by President Clinton, invitations for AmeriCorps events, and various correspondence and memoranda between the White House and CNS staff. Most of the staff office records are from Joel Berg, Director of National Service for the United States Department of Agriculture. They portray the history of the USDA’s AmeriCorps program between the years 1993- 1997, specifically the major projects that staff working for the USDA AmeriCorps program completed. Projects included the Summer of Gleaning, dry fire hydrant installation, wildfire, flood, and disaster assistance, water and gas wells community mapping, assistance in applying for social services to community members, and assistance in applying for jobs, loans, and housing. The files contain correspondence, internal memoranda between Joel Berg and USDA sub-agencies and/or CNS contacts, briefing materials, press materials, drafts of legislation, maps, emails, photographs, list of AmeriCorps members, applications, forms, quarterly USDA AmeriCorps reports, and publications. WHORM contains a variety of series created to organize and track documents and correspondence. The WHORM Alpha file was compiled by the White House Office of Records Management from 1993 – 1996 and is a series of documents arranged by name of persons, organizations, or events. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. In addition, there are WHORM, WHORM Counsel, WHORM (CL), WHORM (OP), WHORM (Too Late); WHORM (Various Offices); and WHORM (Alpha Project) series. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.
