Segment 1 contains records from White House staff and office files and the National Security Council. The files contain handwritten notes, memos, articles, correspondence, and printed materials. Scope and Content Note The materials in FOIA 2006-0197-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA request 2006-0197-F contains materials from several agencies and individuals, including the National Security Council. During his two terms in office President Clinton made every effort to improve the quality of life for American Indians. He became the first Chief Executive since James Monroe to meet with tribal leaders at the White House. During his administration measures were passed facilitating the purchase of homes by Indians, providing for economic development on Indian reservations, and furthering educational opportunities for Indian children. These achievements were dealt with in press releases, speeches by President Clinton, and press briefings which ended up in the files of the National Security Council. The White House Staff and Office Files contain handwritten notes, memos, articles, correspondence, and printed materials maintained by individual staff members. The files of C. Johnson consist almost entirely of presidential schedules and newspaper articles concerning the issue of tribal donations to the Democratic National Committee (DNC). In the files of Stephen Neuwirth can be found printed materials regarding the Supreme Court decision of Seminole Tribe of Florida v. Florida et al. This case involved the issue of state sovereign immunity and Indian casino gambling. Information pertaining to the economic development of Indians is located in the records of Weber. These papers contain handwritten notes and scholarly reports on the subject. Particularly noteworthy in the latter instance is an article entitled ―Restoring Sustainable Reservation Economies.‖ The NSC Cable, Email, and Records Management Systems contain a considerable amount of material devoted to the topic of indigenous populations and self-determination. The Working Group on Indigenous Populations at the United Nations was trying to come up with a statement on the problem acceptable to everyone. The United States found itself in a difficult position because of the less than ideal treatment of American Indians throughout its history. The Clinton Administration thought self determination applied only to local matters. In other words, American Indians could make decisions regarding tribal concerns and the like. But self-determination didn't extend to the level of being able to form their own separate government. In the end, the Working Group arrived at a declaration deemed suitable. Record Type Textual System of Arrangement Records that were responsive to this FOIA request were found in two collection areas—Clinton Presidential Records: White House Staff and Office Files and Clinton Presidential Records—NSC Cable, Email, and Records Management Systems. As policy, Staff and Office Files are processed at the folder level. That is, individual documents are not selected and removed from a folder for processing. WHORM Subject and WHORM Alpha files are processed at the document level. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The WHORM Subject File was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. Access to Clinton Presidential Records is governed by the Freedom of Information Act (FOIA) (5 USC 22 as amended) and the Presidential Records Act (PRA) (44 USC 22) and therefore records may be restricted in whole or in part in accordance with legal exemptions.
