Scope and Content Note The materials in FOIA 2006-0476-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA request 2006-0476-F consists of correspondence, reports, printed material, and printed electronic emails, regarding a crash in Roswell, New Mexico in July 1947. Roswell, New Mexico became infamous in July 1947 when an object crashed from the sky nearby. The origin of the crashed object remains disputed today. The United States Military reports state that a crashed weather balloon had been recovered in the area while UFO researchers claim the object recovered was an alien aircraft. Records processed in response to the request consists of correspondence to President Clinton urging him to sign an Executive Order regarding government knowledge of UFOs. A July 1995 GAO report “Government Records: Results of a Search for Records Concerning the 1947 Crash Near Roswell, New Mexico” is included in the files. In addition, emails related to the November 30, 1995 Christmas Tree Lighting Ceremony speech given by President Clinton in Belfast, Northern Ireland was included because of the mention of Roswell within the text. The remaining records contained in this FOIA are emails sent into the White House website regarding individual opinions on the Roswell incident. WHORM Subject and WHORM Alpha files are processed at the document level. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential Records email. The ARMS dataset is comprised of 6 sub-series of email records called “Buckets.” The buckets include NPR, OPD, POTUS, WHO, CEA, and Default. ARMS emails are arranged chronologically by creation date. Access Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 USC 22) and the Freedom of Information Act (FOIA) (5 USC 552 as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.
