This FOIA contains records dealing with the Northern Ireland peace process from the files of Nancy Soderberg, Office of the Staff Director, National Security Council. Soderberg served as President Clinton’s key advisor on Northern Ireland during the first term. Even at the beginning of President Clinton’s first term in early 1993, the United States was already involved in the search for a lasting solution to the “troubles” in Northern Ireland that was equitable and fair to the governments of the United Kingdom and the Republic of Ireland. President Clinton was personally engaged in persuading the multiple political parties that long-term peace could only be achieved by reconciliation and dialogue. This began when President Clinton allowed Sinn Fein President Gerry Adams to visit the United States as part of a strategy to convince the IRA to agree to a ceasefire. In August 1994, a ceasefire was declared and held for 18 months, the longest in the history of the “troubles.” Although the return to violence was a setback, the peace process continued to move forward. President Clinton’s visit to Northern Ireland in November 1995 helped galvanize the popular and political support for peace. By the summer of of 1996, all-party talks in Belfast were chaired by former Senator George Mitchell which eventually led to the restoration of the IRA ceasefire and ultimately a permanent political settlement in Northern Ireland. All of the records processed in response to this FOIA were found in the files of Nancy Soderberg. These records include correspondence, memoranda, reports, briefing and meeting materials, schedules, newspaper articles, and emails regarding the Northern Ireland peace process. The researcher should note that a number of records related to this FOIA case are closed for national security reasons.

Records that are responsive to this FOIA request were found in Clinton Presidential Records: White House Staff and Office Files. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.

Chapter 22, as amended) and the Freedom of Information Act (FOIA) (5 U.S.C. 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.
