The collection also contains emails, which include press guidance, scheduling issues, draft correspondence responses, drafts of the 1998 National Security Strategy Report, and discussions President’s and First Lady’s trips to Ireland and Northern Ireland in 1995 and 1998. Scope and Content Note The materials in FOIA 2006-1990-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. Researchers should also see 2006-0215-F (Memoranda of Conversation with John Major), 2006-0217-F (Memoranda of Conversation with Tony Blair), 2006-0459-F (Records of Anthony Blinken), 2006-1759-F (Northern Ireland/Good Friday Agreement) and 2009-0572-F (Correspondence related to Gerry Adams). The WHORM files in this collection consist of correspondence, memoranda, and speeches related to the Northern Ireland Peace Process. The records are from congressional members, the public, and Irish American social organizations. The correspondence and memoranda contain suggestions, ideas, and concerns for the President regarding the Northern Ireland Peace Process. The letters talk about the concern for peace, the Human Rights Violations, a possible Special Envoy, and possible meetings with Gerry Adams President of Sinn Fein. There is correspondence in support of appointing George Mitchell as Special Envoy for Investments & Economic Initiative in both the Republic and the North. The records also contain numerous letters supporting the president for all his efforts and hard work and correspondence from the President thanking everyone for their support of him. Automated Records Management System and Tape Restoration Project emails in this collection are best described as office correspondence concerning the Irish Peace Process. A majority of the email come from NSC email accounts. These NSC account emails include but are not limited to press guidance and drafts of the 1998 National Security Strategy Report. Also included are emails from the scheduling office concerning the President’s and First Lady’s trips to Ireland and Northern Ireland in 1995 and 1998. The records of the National Security Council (NSC) in the collection consist of correspondence related to the Irish peace process. These correspondence are from members of the House and Senate, the public, and Irish-American social organizations. The collection also includes administrative paperwork related to decision memos and correspondence tracking. Cables in the collection reflect reporting from newspapers, television, and radio; and review events related to the peace process. Cables also reflect reporting from Belfast and London on the positions of Sinn Féin, Fianna Fail, Social Democratic and Labor Party (SDLP), Ulster Unionist Party (UUP), Ulster Democratic Party (UDP), Ulster Volunteer Force (UVF), Provisional Irish Republican Army (PIRA), Progressive Democrat Party (PDP), Progressive Unionist Party (PUP), and others. Email generally consist of discussions of scheduling, correspondence response, and document tracking. The Troubles have been at times insurrection, at others civil war, frequently a struggle for human rights and civil rights; the history of conflict over self-rule in Ireland and Northern Ireland is centuries old. “Anglo-Irish clashes were frequent and often violent,” as historian Joseph O’Grady noted in a May 1996 Foreign Policy article (2). The long standing practice of American presidents however, was that the parties of the Anglo-Irish trouble would have to work it out themselves. In 1992, William J. Clinton would find himself on the brink of changing 130 years of Executive Office intransigence. In April of 1992, at a special Irish-American democratic forum, Clinton agreed to the appointment of a special envoy for peace in Northern Ireland. He also said that he would grant a visa to Gerry Adams, President of Sinn Féin, he would pressure the British to address human rights concerns in Northern Ireland, and he would expand opportunities for Irish to come to the United States. These statements thrilled Irish-Americans, made headlines in Ireland, and concerned the governments of Britain and Ireland. When he became President, Clinton’s words were made campaign promise. Clinton didn’t make many moves on Irish peace in the first year of his presidency. Instead he maintained the status quo, watching the Anglo-Irish parties work through the process themselves. The announcement of the Joint Declaration on Peace in December 1993 was a breakthrough toward resolution. So too was the decision, by Clinton to give Adams a visa. As Connor O’Cleary notes in his book Daring Diplomacy, after the decision was made “In Dublin, the Taoiseach was jubilant. [John] Major was upset now, but the Adams visa would advance the peace process” (111). Clinton noted on February 1, 1994, that in giving Adams a limited visa it was hoped “that we might have a constructive role in pushing the peace process” (Clinton, Public Papers of the Presidents, 1994, Volume I, 161). In August 1994, the IRA announced a ceasefire which was followed in October by a ceasefire announcement of the Combined Loyalist Military Command. The process proceeded in fits and starts interrupted by bomb blasts and shootings. Clinton appointed George Mitchell as United States Special Envoy for Northern Ireland in 1995 and traveled to Belfast in November of that year. In 1996, proximity talks began at Stormont. A tumultuous year followed. Incoming Prime Minister Tony Blair announced in May 1997, his support for the Framework Documents, the Mitchell Report on decommissioning, changes to the Irish constitution, and for further talks between Britain and Sinn Féin. Toward the end of 1997 Multi-party talks resumed on a twin-track approach with decommissioning set aside for its own talks. Seven months of talks culminated in the announcement by George Mitchell on Good Friday, April 10, 1998, that both governments and all the political parties had reached an agreement on peace. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Alpha file was compiled by the White House Office of Records Management from 1993 – 1996 and is a series of documents arranged by name of persons, organizations, or events. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. In addition, there are WHORM, WHORM Counsel, WHORM (CL), WHORM (OP), WHORM (Too Late); WHORM (Various Offices); and WHORM (Alpha Project) series. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential email. The ARMS database is comprised of six sub-series of email records called "buckets." The buckets generally represent a specific White House office. The buckets are titled: NPR for National Performance Review, OPD for Office of Policy Development, POTUS for President of the United States, WHO for White House Office, CEA for Council of Economic Advisers, and Default for emails not associated with an office. The NPR bucket contains email created or received by an individual with a National Performance Review (NPR) White House user account. The OPD bucket contains email created or received by an individual with an Office of Policy Development (OPD) White House user account. The POTUS bucket was designated for email created and received by the President of the United States (POTUS). Please note that President Clinton never used his POTUS White House user account to send the few emails he wrote while in office. The WHO bucket contains email created or received by individual with an Executive Office of the President White House user account not identified as CEA, NPR, or OPD. The CEA bucket contains email created or received by an individual with a Council of Economic Advisors (CEA) White House user account. The Default bucket contains email created or received by unknown or un-recognized email accounts. Email found within the Default bucket often includes email created or received by offices or individuals outside the Executive Office of the President. ARMS emails are arranged by topic, there-under by bucket, and there-under chronologically by creation date. The Tape Restoration Project (TRP) is a database consisting of restored emails from the Automated Records Management System (ARMS) from July 1994 through June of 2000. The TRP is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential record email. The TRP database is comprised of the same six sub-series of email as in ARMS. TRP emails are arranged by topic, there-under by bucket, and there-under chronologically by creation date.
