The United States Nuclear Risk Reduction Center (NRRC) is a part of the Bureau of Arms Control, Verification and Compliance (AVC) within the Department of State (DOS) and operates a 24-hour, 365 days a year watch center in Washington, D.C. The function of the center is to exchange information required by arms control treaties and security-building agreements between the United States and all foreign governments that are signatories to the treaties and agreements. When the NRRC began operations on April 1, 1988, it launched a single direct government-to government communications link with its USSR counterpart located at the Ministry of Defense in Moscow. Since then, the NRRC’s role has expanded to include the operation of additional international communications links, which have allowed the United States to implement and monitor 13 different nuclear, chemical, and conventional arms control treaties and security-building agreements. This collection consists of NRRC cables which include inspection notifications, exchanges of data regarding strategic offensive arms, prior notifications of major military exercises or military unit restructuring, and a host of other treaty-required communications. The collection also includes a small number of NSC Emails that reference the NRRC. Some of the treaties and agreements referenced in the cables in this collection include: the Strategic Arms Reduction Treaty (START); the Intermediate-Range Nuclear Forces Treaty (INF); the Conventional Armed Forces in Europe Treaty (CFE); the Confidence-and Security Building Measures Vienna Document 1994 and 1999 (CSBM-VD ’94 / CSBM-VD ’99); the Open Skies Treaty (OS); the Chemical Weapons Convention (CWC); and the Peaceful Nuclear Explosion Treaty (PNE). The majority of these records related to this FOIA case are closed for national security reasons.
