Expand All Collapse All Extent 39 folders, approximately 4,020 pages Summary This collection consists of National Security Council memoranda, emails, and press regarding the Clinton Administration's review of the Comprehensive Test Ban and the resulting Presidential Review Directive (PRD) 19 and Presidential Decision Directive (PDD) 11. The memoranda and emails are discussions between National Security Council staff pertaining to the upcoming meetings on the PRD/PDD. The press consists of newspaper and magazine articles on nuclear testing, as well as the press release announcing the new test policy and the President's July 1993 radio address, explaining the PDD. Scope and Content Note The materials in 2011-0821-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. On July 3, 1993, President Clinton issued Presidential Decision Directive 11 (PDD-11), stipulating a "no first test" nuclear policy that would be in force until September 1994. In February 1993, President Clinton’s National Security Advisor, Anthony Lake, had ordered an interagency working group to conduct a comprehensive review (Presidential Review Directive 19, PRD-19) of nuclear testing policy in response to the 1992 Hatfield-Exon-Mitchell Amendment that directed a Comprehensive Test Ban (CTB) be negotiated by 1996. To allow time to review whether further tests were needed, the Amendment established an interim moratorium on nuclear testing through July 1, 1993. After an extensive interagency review, President Clinton decided to extend the 1993 moratorium on U.S. nuclear testing at least through September 1994, as long as no other nation tested. In the White House Staff and Office files, the majority of the documents related to this FOIA are located in the National Security Council’s records. In the NSC Defense Policy directorate, relevant material is located in the files of Steven Andreasen and Robert Bell. The NSC Records Management directorate also contains responsive documents. These records include memos and emails between NSC staff regarding the new testing policy, the PRD and PDD, newspaper and magazine articles discussing the test ban, letters from individuals and groups requesting President Clinton extend the test ban, several copies of the press release on the PDD and the President’s July 1993 radio address, and notices of upcoming interagency meetings about the PRD and PDD. The NSC Cables, Emails, and Records Management System also contains relevant material. This consists of discussion and correspondence between NSC staff regarding meetings on test policy, PRD19, and PDD-11. Many of the records related to this FOIA are closed for national security reasons and the Atomic Energy Act of 1954.
