This collection consists of the records of the Office of Science and Technology Policy (OSTP). The OSTP advised, "the President in policy formulation and budget development on all questions in which science and technology are important elements; articulating the President's science and technology policies and programs; and fostering strong partnerships among Federal, state and local governments, and the scientific communities in industry and academe.” The records include agendas, articles, books, briefing papers, slides, and books, conference transcripts, drafts, executive orders, information packets, legislation, letters, plans, memoranda, minutes, reports, scholarly papers, Statements of Administration Policy, spreadsheets, talking points, and testimony. Topics covered include accomplishments, administrative issues, airbags, automatic external defibrillators, budget issues, cancer research, cancer panels, food safety, human cloning, missile defense, national security, organ donation and transplantation, research and development, satellite systems, technology, telecommunications, and tobacco.

The materials in FOIA 2008-1524-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about additional related materials. The request covers the Clinton Administration’s records located in the files of the Office of Science and Technology Policy (OSTP). According to the wording of OSTP’s 1999 annual report, the office’s responsibilities include “advising the President in policy formulation and budget development on all questions in which science and technology are important elements; articulating the President's science and technology policies and programs; and fostering strong partnerships among Federal, state and local governments and the scientific communities in industry and academe.” The Director of OSTP served as Assistant to the President for Science and Technology and managed the National Science and Technology Council (NSTC) for the President. In addition, the director of OSTP served as chair (or cochair) of the President’s Council of Advisors on Science and Technology (PCAST). The records are composed of agendas, articles, books, briefing papers, slides, and books, conference transcripts, drafts, executive orders, information packets, legislation, letters, plans, memos, minutes, reports, scholarly papers, Statements of Administration Policy, spreadsheets, talking points, and testimony. Topics covered include accomplishments, administrative issues, air bags, automatic external defibrillators, budget issues, cancer research, cancer panels, food safety, human cloning, missile defense, national security, organ donation and transplantation, research and development, satellite systems, technology, telecommunications, and tobacco. Special areas of interest in these records include the Committee for National Security (CNS) preparatory notes and minutes from mid 97 through October 2000. CNS falls under the NSTC and was chartered to facilitate federal efforts at research and development in the area of national security. Over a two-week period in July 2000, then-Senator Joe Biden wrote a series of six letters to the President of the Senate detailing the argument against a national missile defense program. These documents are included in a folder called National Missile Defense (NMD) - Biden Letters (6) [OA 43311]. An informative history of the President’s Cancer Panel from 1971 to 1998 compiled by then-Executive Secretary of the Panel Dr. Maureen Wilson covers five folders in Jerold Mande’s records. John Gibbon’s files contain information on U.S. – Russian cooperation in scientific research. The files of John O’Neil include materials on telecommunications, emergency preparedness, and the National Security Telecommunications Advisory Committee (NTAC). Finally, there is also an extensive collection of documents (more than 10 boxes) related to the tobacco settlement, which Mande worked on with Domestic Policy Council Director Bruce Reed. The records come from the offices of John Gibbons, Assistant to the President for Science and Technology and Director, 1993-1998; Lionel “Skip” Johns, Associate Director for Technology, 1993- 1996; Timothy Newell, Deputy Director/Assistant to the Director for Intergovernmental Affairs and Policy and Deputy Director for Policy, 1993-1997; Jerold Mande, detailed from the Office of the Vice President and Senior Advisor to the Assistant to the President for Science and Technology, 1997-1998; and John O’Neil, Senior Policy Analyst for National Security Affairs, 1988-1993.

Records that are responsive to this FOIA request were found in this collections area— Clinton Presidential Records: White House Staff and Office Files. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.

Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 USC Chapter 22, as amended) and the Freedom of Information Act (FOIA) (5 USC 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.

Official records of William Jefferson Clinton’s presidency are housed at the Clinton Presidential Library and administered by the National Archives and Records Administration (NARA) under the provisions of the Presidential Records Act (PRA).
