This collection consists of materials related to the Centennial Olympic Park bombing that occurred on July 27, 1996 in Atlanta, Georgia. It includes correspondence, memoranda, reports, speech drafts, and email related to reactions and the aftermath of the bombing.

FOIA request 2006-0327-F contains material regarding the Centennial Olympic Park bombing that occurred on July 27, 1996 in Atlanta, Georgia. Centennial Park was designed as the central gathering place for the 1996 Olympic Games. On the night of the bombing, thousands had gathered in the Park for a concert. At 1:20 a.m. a pipe bomb exploded killing one person, Alice Hawthorne, and injuring 111 others. Melih Uzunyol, a Turkish cameraman, also died when he suffered a heart attack while running to cover the blast. The bomb was later determined to be the work of Eric Rudolph. Despite his intentions, the Olympic Games continued and the Park was reopened. The White House Office of Records Management (WHORM) Subject Files contain documents relevant to this request. WHORM Subject File JL003 is letter from President Clinton thanking Fidel V. Ramos, President of the Philippines, for his statement of condolence following the bombing. WHORM Subject 2006-0327-F File ME001-03 contains information regarding a telephone call from President Clinton to John Hawthorne, husband of the deceased Alice Hawthorne. Draft letters of condolence from the President to Mr. Hawthorne and to Mrs. Hawthorne’s daughter from a previous marriage are also located in this file. The White House Staff and Office Files contain no responsive records. However, the researcher is directed to FOIA request 2006-0459-F to view a speech writing file of Antony Blinken’s entitled “Remarks Following Olympic Bombing 7/27/1996”. The Automated Records Management System (Email) and the Tape Restoration Project (Email) contains correspondence from various White House staff email accounts and email accounts from outside of the White House concerning the Olympic Park Bombing in Atlanta, GA in 1996. Email includes but is not limited to White House reports, memorandum on potential terroristic acts and necessary security procedures, correspondence and emotional reaction to the bombing. Further, the email contains correspondence, memorandum, reports, etc. concerning the primary suspect in the bombing, Eric Rudolph. The NSC Cable, Email, and Records Management Systems contain additional records regarding the bombing. The NSC Cable System consists of condolence letters sent to the President from foreign leaders. Also included, are President Clinton’s responses to those letters. The NSC Email System consists of speech drafts and administration fact sheets on terrorism. The NSC Records Management System consists of one folder of responsive records, which contains additional condolence letters from foreign leaders.

Records that were responsive to this FOIA were found in five collection areas – Clinton Presidential Records: WHORM Subject Files, Clinton Presidential Records: Staff and Office Files, Clinton Presidential Records: Automated Records Management System (ARMS) Email, Clinton Presidential Records: Tape Restoration Project, and Clinton Presidential Records: NSC Cable, Email, and Records Management Systems. As policy, WHORM Subject files are normally processed at the document level. However, when a subject file scan ID involves multiple records then the entire batch of records may be processed. Staff and Office files are processed at the folder level, that is, individual folders are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The WHORM Subject File was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. A complete listing of the categories with detailed descriptions is provided in our research room. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. The Automated Records Management System (ARMS) is a database that contains email records of the Executive office of the President. This system maintained unclassified Presidential record email. The ARMS dataset is comprised of 6 sub-series of email records called “Buckets.” The buckets include NPR, OPD, POTUS, WHO, CEA, and Default. ARMS emails are arranged chronologically by creation date. The Tape Restoration Project (TRP) is a database consisting of restored emails from the Automated Records Management System from July 1994 through June of 2000. The TRP is a database that contains email records of the Executive office of the President. This system maintained unclassified Presidential record email. The TRP dataset is comprised of 6 sub-series of email records called “Buckets.” The buckets include NPR, OPD, POTUS, WHO, CEA, and Default. ARMS emails are arranged chronologically by creation date.

Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 USC 2201) and the Freedom of Information Act (FOIA) (5 USC 552, as amended) and therefore, records may be restricted in whole or in part in accordance with legal exemptions.

Official records of William Jefferson Clinton’s presidency are housed at the Clinton Presidential Library and administered by the National Archives and Records Administration (NARA) under the provisions of the Presidential Records Act (PRA).
