This FOIA case consists of email messages related to “Operation Ceasefire.” Operation Ceasefire was developed by the Boston Police department’s Youth Violence Strike Force in 1996. Under Operation Ceasefire, Boston law enforcement concentrated efforts in reducing gun violence related to gang activities by attacking the suppliers of illicit firearms. The Clinton administration championed Operation Ceasefire and provided federal assistance to stem juvenile gun violence. With the support of federal ATF agents, local police departments expanded gun tracing and ballistics testing to identify the firearms suppliers. The US Attorney's Office was instrumental in bringing charges against and convicting the suppliers of illicit firearms to gangs. This case contains email messages that discuss events, people, and press clips related to “Operation Ceasefire” as well as emails detailing administration achievements related to gun control. These records are stored in Search and Access Sets (SAS) that represent their originating computer program. The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential email. The Tape Restoration Project (TRP) is a database that contains restored emails from the Automated Records Management System (ARMS) from July 1994 through June of 2000. This system maintained unclassified Presidential email. Lotus Notes is a database that contains files created in the Lotus Notes system. The Lotus Notes system was used as an email management system during the Clinton Administration. This database contains drafts of email, mailing lists, attachments, and other items likely intended for email.

Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 U.S.C. Chapter 22, as amended) and the Freedom of Information Act (FOIA) (5 U.S.C. 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.
