The researcher submitted a request for documents pertaining to Operation Safeguard, a border control initiative implemented by the United States Department of Justice/INS, and the state of Arizona. Operation Safeguard was one part of a four-pronged strategy to deter unauthorized crossings along the southwest United States border, along with Operation Gatekeeper (San Diego, CA), Operation Hold-theLine (El Paso, TX), and Operation Rio Grande (McAllen, Brownsville, and Laredo, TX). Operation Safeguard provided the Tuscon Border Control sector with increased resources in technology, infrastructure, and equipment; as well as quintupled the number of agents between 1994 and 2000. The Operation initially focused its efforts on the Nogales port of entry, identified as a “high priority area” because of an increase in apprehensions of illegal entrants. This collection consists of National Security Council cables, primarily press regarding Operation Safeguard.
