This collection includes National Security Council memorandums related primarily to the Organization of American States and its involvement in Caribbean and Central American affairs. It includes correspondence between President Clinton and OAS Secretary Generals João Clemente Baena Soares and César Gaviria, documents related to the 1992 and 1993 Protocols of Amendment to the OAS Charter and 1994 Summit of the Americas Action Plan, and U.S. Information Agency public affairs briefing materials for Secretary of State Warren Christopher’s trip to Haiti in 1995.
