It contains correspondence, memoranda, speech cards, briefing papers, invitations, papers and reports, resumes, publications, handwritten notes, and letters from OAS General Assembly and also contains letters from a group of 7th graders from the Roseland Public School in Canada. The Organization of American States (OAS) was founded on April 30, 1948, with the signing of the Charter of the Organization of American States in Bogota, Colombia at the Ninth International Conference of American States. The charter was signed by twenty-one North and South American countries and has been in effect since December of 1951. The history of the OAS notes on their website at http://www.oas.org/en/about/our_history.asp that, “One of the goals from Article 1 of the Charter was ‘to achieve an order of peace and justice, to promote their solidarity, to strengthen their collaboration, and to defend their sovereignty, their territorial integrity, and their independence.’” The OAS today is made up of thirty-five independent member nations of the Americas and it strives to promote economical, sustainable, human and educational development; democracy, defend human rights, and protect hemispheric security. At the Thirtieth Regular Session of the OAS General Assembly the membership focused on arms control, human security in the Americas, drugs, corporate social responsibility, children in armed conflict, crime and insecurity. The records responsive to this request include correspondence, memoranda, speech cards, briefing papers, invitations, papers and reports, resumes, publications, handwritten notes and letters from OAS General Assembly and 7th graders from the Roseland Public School in Canada. The records contain background materials on the OAS, various country briefing papers, material on the 30th General Assembly of the Organization of American States, Inter-American Convention Against Corruption, Summit of the Americans and the OAS, Violent and Repeat Juvenile Offender Accountability and Rehabilitation Act of 1999, letters to Mack McLarty regarding his appointment as Special Envoy to Latin America, the Pan American Development Foundation (PADF), Rights of Indigenous Peoples, Protocols of Amendment of the Charter of the OAS, and the 50th Anniversary of the OAS. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Alpha file was compiled by the White House Office of Records Management from 1993 – 1996 and is a series of documents arranged by name of persons, organizations, or events. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. In addition, there are WHORM, WHORM Counsel, WHORM (CL), WHORM (OP), WHORM (Too Late); WHORM (Various Offices); and WHORM (Alpha Project) series. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.
