Al-Jawary, a member of the Palestinian Liberation Organization (PLO), was arrested in Italy in 1991 and then extradited to the United States. He was sentenced to 30 years imprisonment for three failed bombing attempts in New York City in 1973. The records consist mainly of letters, news articles, and court transcripts. Letters include correspondence from Al-Jawary to the National Security Advisor and Department of Justice Officials. There are also letters from Palestinian officials requesting Al-Jawary’s release or deportation. News articles and excerpts covering Al-Jawary’s trial were enclosures to Al-Jawary’s letters which were intended to support his argument for release from prison. FOIA request 2009-0258-F consists of records related to requests for the prison release or deportation of Khalid Al-Jawary, also known as Khaled El-Jassem. Al-Jawary, a member of the Palestinian Liberation Organization (PLO), was arrested in Italy in 1991, extradited to the United States, and sentenced to 30 years imprisonment for three failed bombing attempts in New York City in 1973. Having his motion for an appeal dismissed, Al-Jawary, members of his family, and officials in the PLO sent letters to the National Security Advisory Anthony Lake, officials in the U.S. Department of Justice and President Clinton requesting release or deportation (of Al-Jawary) to an Arab country. After serving 16 years in prison, Al-Jawary was released to U.S. immigration officials in February 2009 and deported to Sudan in March 2009. Documents which may be responsive to this FOIA were found in the NSC Cable, Email, and Records Management Systems. The emails contain lists of pending correspondence on various topics including the release of Khaled El-Jessem.
