One specific case concerns Peter MacDonald, Sr., the former Chairman of the Navajo Nation Tribal Council of Delegates, who received a federal prison term of 15 years for various offenses. A memo in the collection goes into great detail as to why MacDonald’s request for a pardon should be denied. It must be pointed out that although the pardon request was denied in 1996, MacDonald’s sentence was commuted January 20, 2001.
