This collection consists of correspondence, memos, notes, and lists pertaining to pardons and commutations granted and denied by President Clinton for the two years of 1995 and 1996. One specific case concerns Peter MacDonald, Sr., who was denied a pardon during that time, but whose sentence was later commuted on January 20, 2001.

The White House Office of Records Management (WHORM) Subject Files contain correspondence, memos, notes, and lists pertaining to pardons and commutations granted and denied by President Clinton for the two years of 1995 and 1996. One specific case concerns Peter MacDonald, Sr., the former Chairman of the Navajo Nation Tribal Council of Delegates, who received a federal prison term of 15 years for various offenses. A memo in the collection goes into great detail as to why MacDonald’s request for a pardon should be denied. It must be pointed out that although the pardon request was denied in 1996, MacDonald’s sentence was commuted January 20, 2001.

The WHORM Subject File was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination.
