Included is a memo from Deputy Attorney General Jamie Gorelick to Jack Quinn, Counsel to the President, relaying the Department of Justice’s recommendation to deny the pardon requests of 21 individuals, including Bobby Joe Mills, Jr. A Counsel’s Office memo to the President agreeing with that recommendation is also included.
