It contains letters, memoranda, reports, speeches, briefing materials, publications, fact sheets, emails, and handwritten notes regarding the national AIDS strategy plan from 1995 and 1996. Scope and Content Note The materials in FOIA 2018-0755-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult Clinton Presidential Library FOIA request 2018-0759-F, Records Relating to Jeffrey Levi, for previously processed emails sent to both Jeffrey Levi and Patsy Fleming. Freedom of Information Act (FOIA) request 2018-0755-F was for records from the files of Patsy Fleming, Director of the National AIDS Policy Office from 1994 thru 1997. President Clinton promised a national AIDS strategy in the 1992 campaign (as a functional equivalent of a "Manhattan Project") and made the national response to HIV/AIDS a priority of his Administration. The President appointed Patsy Fleming as the 2nd AIDS policy director on November 10, 1994. Fleming advised President Clinton on issues related to the Federal response to HIV/AIDS and was chosen to ensure that one person in the White House would oversee and unify government-wide AIDS efforts and ultimately develop a national plan for dealing with AIDS. In early 1995 President Clinton convened an interdepartmental task force on HIV/AIDS, chaired by Fleming. One of the purposes of the task force was to develop a national plan articulating the goals and objectives of the entire federal government in combatting AIDS and included representatives of Cabinet level departments and agencies. This strategy to address the HIV/AIDS epidemic was the first-ever of its kind for the U.S. The report summarized the then-current nature of the government's response and also identified the potential opportunities for additional government efforts. The report’s appendix portion provided a comprehensive summary of goals, objectives, and unmet needs, and also linked the goals to budget figures. The strategy was completed in September 1996 with a revised document circulated for task force review. It was delivered to President Clinton and distributed to the community in December 1996. Fleming left her position at the White House in February 1997. While the National AIDS Policy Office records in this collection cover a variety of HIV/AIDS issues, the majority of the materials processed are from Fleming’s files regarding the national AIDS strategy plan from 1995 thru 1996. This includes numerous report drafts from various staffers and federal agencies/departments and summaries of the task force meetings and consultations. Also included are negotiations, regarding the report, from external organizations. The records contain letters, memos, emails, press releases, newspaper articles, standard forms, reports, publications, fact sheets, speeches, and handwritten notes. Record Type Textual System of Arrangement Records that were responsive to this FOIA request were found in these collection areas---Clinton Presidential Records: White House Staff and Office Files, and Clinton Presidential Records: ARMS Emails. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential email. The ARMS database is comprised of seven sub-series of email records called "buckets." The buckets generally represent a specific White House office. The buckets are titled: NPR for National Performance Review, OPD for Office of Policy Development, POTUS for President of the United States, WHO for White House Office, CEA for Council of Economic Advisers, NSC for National Security Council, and Default for emails not associated with an office. The NPR bucket contains email created or received by an individual with a National Performance Review (NPR) White House user account. The OPD bucket contains email created or received by an individual with an Office of Policy Development (OPD) White House user account. The POTUS bucket was designated for email created and received by the President of the United States (POTUS). Please note that President Clinton never used his POTUS White House user account to send the few emails he wrote while in office. The WHO bucket contains email created or received by an individual with an Executive Office of the President White House user account not identified as CEA, NPR, or OPD. The CEA bucket contains email created or received by an individual with a Council of Economic Advisors (CEA) White House user account. The NSC bucket contains email created or received by an individual with a National Security Council (NSC) user account. The Default bucket contains email created or received by unknown or un-recognized email accounts. Email found within the Default bucket often includes email created or received by offices or individuals outside the Executive Office of the President. ARMS email are arranged by topic, there-under by bucket, and there-under chronologically by creation date. In Fleming’s files, there were a number of 3½ diskettes containing various correspondence, memos, and reports. The materials from these diskettes have been processed electronically and are available for research in an electronic format. Access Collection is open to all researchers. Chapter 22, as amended) and the Freedom of Information Act (FOIA) (5 U.S.C. 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.
