This collection contains records regarding Patrick G. Eddington. Mr. Eddington served as a military image analyst from 1988 to 1996. After leaving government service, he advocated on Gulf War Illness issues. His 1997 book, Gassed in the Gulf: The Inside Story of the Pentagon-CIA Cover-up of Gulf War Syndrome, made allegations concerning the exposure of American soldiers to chemical agents during the 1991 Persian Gulf War. From 2000 to 2014, Mr. Eddington served as a communications director and then a senior policy advisor to Congressman Richard Holt. He joined the Cato Institute as a Senior Fellow in 2014. The records responsive to this case include email correspondence regarding Mr. Eddington. Many of these emails are news clippings mentioning him, particularly in the context of Gulf War Illness related matters. There are also email discussions between NSC staff regarding Mr. Eddington’s book and advocacy on the issue. In addition, there are several transcripts from the times he appeared as a guest on Fox News’ Crier Report. Finally, there are some general emails from the NSC Records Management office regarding a records request made by Mr. Eddington. The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential email. The ARMS database is comprised of six sub-series of email records called "buckets." The buckets generally represent a specific White House office. The buckets are titled: NPR for National Performance Review, OPD for Office of Policy Development, POTUS for President of the United States, WHO for White House Office, CEA for Council of Economic Advisers, Default for emails not associated with an office, and NSC for National Security Council. ARMS email are arranged by topic, there-under by bucket, and there-under chronologically by creation date. Access Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 U.S.C. Chapter 22, as amended) and the Freedom of Information Act (FOIA) (5 U.S.C. 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.
