The materials in FOIA 2019-0001-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related material Paul Edward Tatum was an American expatriate from Edmonds, Oklahoma who was fatally shot outside a metro station in Moscow, Russia on November 3rd, 1996. Mr. Tatum was a major investor in the Radison-Slavjanskaya Hotel, a place he had built into one of the first upscale western style hotels in Moscow. As of 2018, the murder of Paul Tatum was still unsolved. Materials responsive to this FOIA request include National Security Council Cables and Emails concerning the Gore-Chernomyrdin Commission including phone calls and letters between the Vice President and Prime Minister Chernomyrdin about the murder of Paul Tatum. Emails contains press coverage of the murder and correspondence concerning the disposition of condolence letters to Mr. Tatum’s family. Emails also contain references to Mr. Tatum in the International Crime Threat Assessment and the International Relations Committee Hearing on U.S. Policy toward Russia. SC: The majority of these records related to this FOIA case are closed for national security reasons.

The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential email.
