This collection consists of correspondence between the White House and the Governor of Puerto Rico, Pedro Rossello. It contains written correspondence with Governor Rossello and spans topics from routine birthday greetings and get well cards to substantive issues such as the usage of the naval gun fire range at Vieques and the status of Puerto Rico. Other topics covered include disaster relief efforts resulting from Hurricane Hortense in 1996 and Hurricane Georges in 1998.

The materials in FOIA 2014-1031-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related material. Pedro Rossello was elected Governor of Puerto Rico from the New Progressive Party in 1992 and was re-elected in 1996. He served as Governor from 1993 through 2001, almost exactly mirroring the Presidency of Bill Clinton. Governor Rossello also served as Chairman of the Democratic Governors Association (DGA) in 1998, a post previously held by President Clinton. Governor Rossello and the White House corresponded on a number of subjects including invitations for the President to address the DGA, invitations for the President and First Lady to visit Puerto Rico and other topics such as trade, taxes and health care. Some of the subjects covered in this collection span from birthday greetings and get well cards to substantive issues such as the usage of the naval gun fire range at Vieques and Puerto Rican Statehood / Territorial status. Other topics covered include disaster relief efforts resulting from Hurricane Hortense in 1996 and Hurricane Georges in 1998 and recommendations from the Governor to fill vacancies on the federal bench.

The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Alpha file was compiled by the White House Office of Records Management from 1993 – 1996 and is a series of documents arranged by name of persons, organizations, or events. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. In addition, there are WHORM (OP) series. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential email.
