The collection contains records on a telephone call that took place between President Clinton and Prime Minister Ryutaro Hashimoto on November 7, 1996. The head of the Liberal Democratic Party (LDP), Prime Minister Hashimoto had been elected to office in January of that year, after the resignation of his precdecessor Prime Miniter Tomiichi Murayama. After the LDP lost seats in the 1998 election, Prime Minister Hashimoto resigned. The new LDP President, Foreign Minister Keizō Obuchi, suceeded him. At the time of the phone call, Prime Minister Hashimoto had just won reelection with the LDP’s successin the Japanese general election on October 20, 1996. 2 The records processed in response to this FOIA case include an NSC email that discusses adding a congratulatory message to President Clinton’s talking points for the call and transmittal materials for the official telcon.
