The collection contains records concerning an Oval Office meeting that took place between President Clinton and former Japanese Prime Minister Ryutaro Hashimoto on January 25, 2000. As this was a private meeting, the National Security Council did not produce an official memorandum of conversation (memcon). The records in this collection consist of planning materials for the meeting located in the National Security Council Email and Records Management Systems.

This collection contains records related to an Oval Office meeting between President Clinton and former Japanese Prime Minsiter Ryutaro Hashimoto on January 25, 2000. Prime Minister Hashimoto had been the head of the Liberal Democratic Party (LDP) and had been elected to office in January of 1995, after the resignation of his predecessor Prime Minister Tomiichi Murayama. After the LDP lost seats in the July 1998 election, Prime Minister Hashimoto resigned. The new LDP President, Foreign Minister Keizō Obuchi, succeeded him, though Hashimoto remained a member of the Japanese legislature. The resignation had meant that the former Prime Minister had to cancel a previously planned state visit in 1998. The January 2000 Oval Office meeting was more private, with only National Security Advisor Berger, Deputy National Security Advisor James Steinberg, and Secretary of Commerce Mickey Kantor attending alongside the President. Mr. Berger served as the notetaker, and no one produced an official memcon. The records processed in response to this FOIA case include materials regarding the planning for the meeting.
