The collection contains records on a telephone call that took place between President Clinton and Japanese Prime Minister Ryutaro Hashimoto on December 9, 1997 discuss the ongoing climate change negotiations in Kyoto. The records in this collection consist of email discussions regarding preparation and logistics for the call, a transcript of the press briefing afterwards, the scheduling proposal for the call, and transmittal materials for the resulting memorandum of telephone conversation (telcon).

The collection contains records on a telephone call that took place between President Clinton and Prime Minister Ryutaro Hashimoto on December 9, 1997. While the Japanese government had requested a call on December 1, it was postponed. Instead, the administration scheduled a call for December 9 to discuss the ongoing climate change negotiations in Kyoto. Prime Minister Hashimoto was the head of the Liberal Democratic Party (LDP) and had been elected to office in January of that year, after the resignation of his predecessor Prime Minister Tomiichi Murayama. After the LDP lost seats in the 1998 election, Prime Minister Hashimoto resigned. The new LDP President, Foreign Minister Keizō Obuchi, succeeded him. The records responsive to this case include National Security Council (NSC) email discussions regarding the preparation and logistics for the call, as well as the transcript of a press briefing that occurred just after the President’s conversation with Prime Minister Hashimoto. The scheduling proposal and transmittal materials for the telcon are located in the NSC Records Management files. Many of these records related to this FOIA case are closed for national security reasons.
