This collection consists of records related to a June 23, 1998 telephone conversation between President Clinton and Ryutaro Hashimoto, Prime Minister of Japan. Open records include emails related to scheduling of the phone call. The collection also includes memorandum, forms, and administrative paperwork related to records management in the office. President Clinton was calling to offer condolences on hearing that Prime Minister Hashimoto was resigning as Prime Minister of Japan.

The materials in FOIA 2021-0722-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related material. Japan held parliamentary elections for the House of Councilors July 12, 1998. The Liberal Democratic Party (LDP), the party of Prime Minister Hashimoto, held the majority and was hoping to further solidify their power in this election. This election was hailed by pundits and politicians as a referendum on the policies of Hashimoto and the work of the LDP. At the time Japan was struggling with declining GDP, a weak Yen, and other weak economic indicators. Voters turned out in significant numbers and the LDP lost seats in the House of Councilors and lost power requiring a reformation of parliament. Hashimoto had no recourse but to resign as Prime Minister, which he did on July 13. This FOIA is related to phone calls made following the Japanese election and the resignation of Ryutaro Hashimoto. Hashimoto was elected Prime Minister of Japan on January 11, 1996. Hashimoto had a long career in Japanese politics. Between 1963 and 2005 Hashimoto served as a member of the House of Representatives while also holding at times as Minister of Transportation, Minister of Health, Minister of Economy, Trade and Industry; Minister of Finance, and Deputy Prime Minister. He retired from politics in 2005. Ryutaro Hashimoto was born July 29, 1937 in Soja, Japan and Died July 1, 2006 in Tokyo, Japan.
