FOIA 2009-1155-F concerns documents relating to President Clinton’s trips to Venezuela, Brazil, and Argentina in South America in October 1997 and to Chile for the Summit of the Americas (SOA) in April 1998. Records include agendas, briefing papers, cables, correspondence, diagrams, drafts, information packets, letters, manifests, meeting notes, memos, news clips, press releases, speeches, schedules, talking points, trip books, and trip reports. Topics include biodiversity, climate change, country information, democracy, electronic commerce, free trade, global economy, hemispheric security, human rights, illegal drug trade, peacekeeping, Presidential overseas travel and security arrangements, poverty relief, and sustainable energy. WHORM Subject files mainly contain correspondence from staffers or President Clinton to people who assisted with the trip and/or those the President met or from whom he received gifts in the countries visited. White House Staff and Office Files contain day to day scheduling material, coordination between American and host staff, arrangements for the state visit to Santiago, draft thank you letters, and work done by the Special Envoy of the Americas staff. Even though this request was for documents related to the trips themselves the advance work of the Special Envoy for the Americas was vital to preparing for the substantive meetings and issues President Clinton faced while overseas. In addition, the Staff and Office Files of the National Security Council include briefing and preparatory materials for the April 1998 Santiago Summit of the Americas, including drafts of the Plan of Action and materials used in Summit Implementation Review Group (SIRG) meetings. The NSC Records Management numbered documents consist primarily of National Security Council staff memoranda in preparation for the trips, Head of State correspondence with South American leaders, and materials regarding Presidential meetings during the October 1997 trip and on the margins of the Summit of the Americas. Record Type Textual System of Arrangement Records responsive to this FOIA request were found in these collection areas – Clinton Presidential Records: WHORM Subject Files, Clinton Presidential Records: White House Staff and Office Files, and Clinton Presidential Records: NSC Cables, Emails and Records Management System (RMS). The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. Within these records in the Chief of Staff’s files one 3.5” disk was found to hold two copies of a press package for South America. The material from this disk has been processed electronically and is available for research in an electronic format. In the National Security Council’s Files, an additional 3.5” was found to contained a declassified memo. A third 3.5” disk containing briefing materials on participant countries in the Summit of the Americas was located in the NSC Records Management numbered documents. The unclassified and declassified materials from these two disks have been processed, printed, and are available for research in paper copy. WHORM files are processed at the document level; whereas Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.
