Expand All Collapse All Extent 54 folders, approximately 5,405 pages Summary This collection consists of records related to Presidential Decision Directive 25 (PDD-25), an executive order signed in May 1994 that defined US policy on reforming multilateral peacekeeping operations and the US relationship with the United Nations in regards to peacekeeping and in peace enforcement operations. It contains memorandums and emails between members of the National Security Council (NSC), the State Department the Defense Department and others in the White House. The collection also includes numerous drafts of the PDD and its 9 annexes, meeting agendas, as well as schedules for the inter-agency core group that drafted the document and monitored its implementation. The files also contain correspondence between members of the NSC and concerned members of Congress about the various implications of PDD-25 and about general UN Peacekeeping operations. Scope and Content Note The materials in FOIA 2012-0665-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related material. Presidential Decision Directive 25 was an executive order issued by the President in consultation with his National Security Council (NSC) advisors that defined United States policy on reforming multilateral peace operations and attempted to clarify the U.S. relationship with the United Nations in regards to peacekeeping and in peace enforcement actions. In early 1993, the NSC drafted Presidential Review Directive 13 (PRD-13). This document, which is often incorrectly referred to in these and other records as PDD-13, created a review procedure whereby the NSC in consultation with the Department of Defense (DOD) and the US Department of State would thoroughly evaluate all U.S. Policy on Peacekeeping and Peace Enforcement. This year-long review resulted in the creation of PDD-25 in May of 1994. PDD-25 includes in its final paragraph a requirement for the NSC to conduct a monitoring function with the use of an interagency peacekeeping core group to report on the implementation of the directives of PDD-25 and to keep the NSC Deputies Committee and the President aware of any issues with its implementation. The records in this collection include those related to the creation of PDD-25, and also those related to the monitoring and implementation of the PDD once it was signed into force. This collection includes multiple memoranda and emails between members of the NSC, the State Department, the Defense Department and others. The collection also includes numerous drafts of the PDD and its 9 annexes, meeting agendas, and schedules for the interagency core group, and for the meetings of the NSC Deputies Committee and the NSC Principals Committee. These records also contain correspondence including faxes and letters between members of the NSC and concerned Congressmen about the various implications of PDD-25 and UN peacekeeping operations. The majority of these records related to this FOIA case are closed for national security reasons. Record Type Textual System of Arrangement Records that are responsive to this FOIA request were found in these collection areas— Clinton Presidential Records: White House Staff and Office Files and Clinton Presidential Records: NSC Cable, Email, and Records Management Systems. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.
