The collection consists primarily of the records of the National Security Council. The files contain memos, summaries of meetings, drafts of PDD68, notes, and reports. Related subjects include Jamie Metzl, Richard Clarke, and Sandy Berger. Scope and Content Note The materials in 2006-0207-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA request 2006-0207-F contains material from the National Security Council. These records to a large extent deal with international public information (IPI) and the drafting of Presidential Decision Directive PDD-68 on the same subject. Director of Multilateral and Humanitarian Affairs on the NSC, Jamie Metzl played a key role in getting President Clinton to sign PDD-68 in April 1999. Metzl began his career as a White House Fellow assigned to the NSC and eventually wound up at the Department of State where he served as Senior Advisor to the Under Secretary for Public Diplomacy and Public Affairs. While at the NSC Metzl worked with Richard Clarke on issues relating to IPI in the cases of Rwanda, Iraq, and Kosovo. The White House Staff and Office Files contain memos, summaries of meetings, drafts of PDD-68, notes, and reports. The records of Jamie Metzl, which comprise most of this collection, consist mainly of memos, drafts, and so forth concerning the promulgating of PDD-68 and Chron Files for 1997-1998. There are several folders which deal with public diplomacy in general and miscellaneous matters regarding IPI. The files of Steven Naplan in most instances duplicate what can be found in the papers of Jamie Metzl. Finally, a series of folders in Records Management contains correspondence detailing the steps leading up to President Clinton signing PDD-68. The NSC Cable, Email, and Records Management Systems contain a large amount of information dealing with PDD-68 and IPI. Nearly all of this material is in the form of emails. Topics covered in the NSC Emails include the departure of Jamie Metzl from the NSC to the Department of State, revisions of PDD-68, how to present the issue of IPI to Samuel (―Sandy‖) Berger, and Metzl’s effort to get PDD-68 signed by President Clinton before assuming his new position at the Department of State. It should be noted that over half of this collection is closed, and that in more than a few instances entire folders have been withdrawn. Record Type Textual System of Arrangement Records that were responsive to this FOIA request were found in two collection areas—Clinton Presidential Records: White House Staff and Office Files and Clinton Presidential Records: NSC Cable, Email, and Records Management Systems. As policy, Staff and Office Files are processed at the folder level. That is, individual documents are not selected and removed from a folder for processing. WHORM Subject and WHORM Alpha Files are processed at the document level. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The WHORM Subject File was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. A complete listing of the categories with detailed descriptions is provided in our research room. Access Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Freedom of Information Act (FOIA) (5 USC 552 as amended) and the Presidential Records Act (PRA) (44 USC 22) and therefore records may be restricted in whole or in part in accordance with legal exemptions.
