This collection consists of records related to President Clinton’s visit to Vietnam, November 16-19, 2000. President Clinton was the first U.S. President to officially visit Hanoi since the withdrawal of American combat troops in 1975. It contains correspondence and memoranda from private individuals, businesses and cabinet members requesting permission to accompany the President on his visit and background information and facts about the population, language, people, religion, government, industries, environment, history, economics, education and culture of both Brunei and Vietnam

The materials in FOIA 2014-1061-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. Records responsive to this FOIA include correspondence and memoranda from private individuals, businesses and cabinet members requesting permission to accompany the President on his visit to Brunei and Vietnam. The records also contain background information and facts about the population, language, people, religion, government, industries, environment, history, economics, education and culture of both Brunei and Vietnam. Materials include trip books, event scenarios, cables, site briefing materials, safety measures, maps, itineraries, emails, schedules, talking points and trip summaries. The records discuss Vietnam’s economic and political potential, education, a pharmaceutical company called OPV Vietnam, Ltd., the Vietnam Education Foundation, flooding in the Mekong Delta, foreign enterprise and Vietnamese rural healthcare. The location and repatriation of Vietnam War POW remains was also a major theme of the trip. Many records in the National Security Council files address this aspect of Vietnamese-American relations. President Clinton was the first U.S. President to officially visit Hanoi since the withdrawal of American combat troops in 1975. The United States had an economic embargo on Vietnam when President Clinton took office in 1993. The President restored diplomatic relations with Vietnam and lifted the embargo in July of 1995. His goals for this 2000 trip were to further the process of reconciliation with Vietnam, discuss Vietnam's economic and political potential and to focus on a “full accounting” of our servicemen still missing in action. The President hoped that his presence would “open a new page in our relations … hopefully one that will put an end to the divisions.” The President’s trip began in Brunei where he attended the Asia-Pacific Economic Cooperation [APEC] Leaders meeting, held November 15-16, 2000. He departed Brunei on November 16, 2000 and arrived in Vietnam the same day. The official ceremonies began the next morning with a meeting between President Clinton, Vietnamese President Luong and Prime Minister Khai. Later that day President Clinton gave a speech to university students at Hanoi National University where he described the vision for our future relationship with Vietnam. On November 17th he visited an MIA [Missing in Action] excavation site at a village outside of Hanoi where an American jet-fighter had crashed in 1967. The pilot of the jet-fighter was Air Force Captain Lawrence Evert. President Clinton invited Captain Evert’s two sons to join him at the excavation site. While in Hanoi President Clinton took a tour of an exhibit on land mine awareness. Nearly 2,000 Vietnamese are killed or injured every year by unexploded ordnance and mines. The United States has been providing assistance to Vietnam for demining education and rehabilitation. He also meet one of the three top Vietnamese officials that day, Party General Chairman Le Kha Phieu. On Saturday, November 18th at Hanoi's Noi Bai airport the President participated in a ceremony marking the repatriation of the remains of several American servicemen as they were sent to the Central Identification Laboratory in Hawaii (CILHI). A joint military honor guard escorted the remains to the laboratory in Hawaii. The President then went Ho Chi Minh City where he had a roundtable discussion with a group of young Vietnamese. After the roundtable he visited the International Container Terminal a computerized container site on the Saigon River where he talked about the benefits of trade and investment.

The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Subject File was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. 1 Public Papers of the Presidents of the United States: William J.
