FOIA 2017-0759-F contains planning materials for the President and First Lady’s trip to the United Kingdom and the Republic of Ireland from November 29, 1995 to December 2, 1995. The visit began the morning of November 29, 1995, when Air Force One arrived at Heathrow Airport in London. While in London, the President attended a Wreath Laying Ceremony at the Tomb of the Unknown Soldier in Westminster Abbey, met with Prime Minster John Major at 10 Downing Street, addressed both houses of the British Parliament, had an audience with Queen Elizabeth II, and met with Labour Party leader Tony Blair. On November 30, the President and First Lady travelled to Belfast and Londonderry in Northern Ireland. In Belfast, they visited a manufacturing plant, met with the Board of the International Fund for Ireland, visited the East Belfast Business Park, and, after a brief trip to Londonderry, ended the day with a Christmas tree lighting. During the afternoon in Londonderry, the President made remarks to the city’s citizens in the Guild Hall and attended a reception for the Inauguration of the Tip O’Neill Chair for Peace Studies at the University of Ulster before returning to Belfast. On December 1, the President and First Lady traveled to Dublin in the Republic of Ireland. In Dublin, the President had separate meetings with Irish President Mary Robinson and Irish President John Bruton, gave a public speech outside the Bank of Ireland, addressed the Irish Parliament, and met with several other political leaders before attending a state dinner. On December 2, the President and First Lady concluded their travel with a brief trip to Ramstein Air Force Base in Germany to address troops involved in the Bosnia conflict before continuing on to Spain for the United States – European Union summit. The President and First Lady returned to the White House on December 3, 1995. During this trip, President Clinton’s emphasis primarily centered on strengthening the “special relationship” between the United States and the United Kingdom and on cooperation between the two countries on current issues. The Dayton Accords ending the war in Bosnia had been signed on November 21, 1995, so the successful implementation of the agreement was an important matter. Economic revitalization and globalization was also a theme during portion of the trip in the Republic of Ireland. Most significantly to this trip, though, the Northern Ireland peace negotiations were underway at this time and President Clinton referenced them often. This FOIA case contains the advance planning materials for the President’s trip. This includes delegation lists, billing materials, and contact information in the files of the Airlift Operations office. The Counsel’s Office files contain further discussion on the invitees for the President’s delegation for this trip. Three separate copies of the trip briefing book, including the President’s personal copy, are located in the files of the European Affairs directorate, the Executive Secretary’s office, and the Records Management Office. The President’s personal copy of the briefing books includes annotated speech drafts. The Automated Records Management System (ARMS) emails contains press materials including transcripts of press briefings, press schedules, and President Clinton’s speech remarks. Similar briefings and guidance are also available in the National Security Council (NSC) Emails, as well as conversations between NSC staffers regarding trip planning, speech preparation, and travel assignments. The NSC Cables contains similarly press guidance and preparation materials from the State Department. The NSC Records Management System (RMS) numbered documents include copies of the official planning memorandums for the trip, lists of the delegation participants, schedules for the President and First Lady, and briefing materials from the State Department. Also included in the open materials is a letter from and response to Speaker Newt Gingrich regarding authorization of military aircraft for the trip. Record Type Textual System of Arrangement Records that are responsive to this FOIA request were found in these collection areas—Clinton Presidential Records: White House Staff and Office Files; Clinton Presidential Records: ARMS Emails; and Clinton Presidential Records: NSC Cable, Email, and Records Management Systems. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential email. The ARMS database is comprised of seven sub-series of email records called "buckets." The buckets generally represent a specific White House office. The buckets are titled: NPR for National Performance Review, OPD for Office of Policy Development, POTUS for President of the United States, WHO for White House Office, CEA for Council of Economic Advisers, NSC for National Security Council, and Default for emails not associated with an office. The NPR bucket contains email created or received by an individual with a National Performance Review (NPR) White House user account. The OPD bucket contains email created or received by an individual with an Office of Policy Development (OPD) White House user account. The POTUS bucket was designated for email created and received by the President of the United States (POTUS). Please note that President Clinton never used his POTUS White House user account to send the few emails he wrote while in office. The WHO bucket contains email created or received by an individual with an Executive Office of the President White House user account not identified as CEA, NPR, or OPD. The CEA bucket contains email created or received by an individual with a Council of Economic Advisors (CEA) White House user account. The NSC bucket contains email created or received by an individual with a National Security Council (NSC) user account. The Default bucket contains email created or received by unknown or un-recognized email accounts. Email found within the Default bucket often includes email created or received by offices or individuals outside the Executive Office of the President. ARMS email are arranged by topic, there-under by bucket, and there-under chronologically by creation date.
