This collection contains records relating to the President’s Committee of Advisors on Science and Technology (PCAST) from 1993 to 2001, including briefing papers, correspondence, executive orders, reports, scheduling materials, and statement of principles concerning PCAST's membership and initiatives. This collection also includes declassified Standing Committee on Nonproliferation agendas, memoranda, and administrative materials.

The materials in FOIA 2020-0565-F (Segment 1) are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related material. This collection contains all records relating to the President’s Committee of Advisors on Science and Technology (PCAST) from 1993-2001. President Clinton established the President's Committee of Advisors on Science and Technology (PCAST) by Executive Order 12882. This same E.O. established the National Science and Technology Council (NSTC). The committee members were appointed by the President and drawn from industry, education, and research institutions and other nongovernmental organizations. These materials describe PCAST membership, Committee initiatives, and PCAST’s promotion of investments in research and development in science and technology.

The Assistant to the President for Science and Technology co-chaired the Committee with a private sector member selected by the President. PCAST met in public session an average of four times a year. The formal link between PCAST and NSTC ensured that national needs remained an overarching guide for NSTC. PCAST provided feedback about Federal programs and actively advised the NSTC about science and technology issues of national importance. Soon after forming, PCAST studied the security of nuclear materials in the former states of the Soviet Union. This report, released in March 1995, was titled “Securing Weapons-Useable Nuclear Materials in the Former Soviet Union: Urgent Measures to Prevent Nuclear Proliferation”. The report confirmed, and brought to light, some of the nuclear material security issues already seen by other government agencies. The Clinton administration took the report and its recommendations very seriously and the work of PCAST led ultimately to Presidential Decision Directive-41. The report would play a significant role in nonproliferation efforts for the remainder of the first term. It also influenced the work of the GoreChernomyrdin Commission. In addition to executive orders establishing the President’s Committee of Advisors on Science and Technology and PCAST’s statement of principles, this collection contains briefing papers, correspondence, reports, and scheduling materials.

Records that are responsive to this FOIA request were found in these collection areas—Clinton Presidential Records: White House Office of Records Management (WHORM) Subject Files, Clinton Presidential Records: WHORM Subject File CF, Clinton Presidential Records: WHORM (OP), Clinton Presidential Records: White House Staff and Office Files, and Clinton Presidential Records: NSC Cable, Email, and Records Management System. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. In addition, there are WHORM, WHORM Counsel, WHORM (CL), WHORM (OP), WHORM (Too Late); WHORM (Various Offices); and WHORM (Alpha Project) series. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. Chapter 22, as amended) and the Freedom of Information Act (FOIA) (5 U.S.C. 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.

Official records of William Jefferson Clinton’s presidency are housed at the Clinton Presidential Library and administered by the National Archives and Records Administration (NARA) under the provisions of the Presidential Records Act (PRA).
