Scope and Content Note The materials in FOIA 2014-0880-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. The records processed in response to this FOIA request concern a classified report by the President’s Committee of Advisors on Science and Technology (PCAST) regarding the security of nuclear materials in the former Soviet Union (FSU) or New Independent States (NIS). PCAST, a panel of experts originally established by President Franklin Delano Roosevelt, exists to provide the President with scientific and technical advice. John P. Holdren, Professor of Energy at the University of California Berkley, chaired the committee during the Clinton Administration. After the dissolution of the Soviet Union in 1991, there were concerns about the security and potential proliferation of the nuclear weapons and fissile materials now scattered throughout Russia and the NIS. The March 28, 1995 report addressed these concerns, and offered recommendations to the President. Partially in response to this report, President Clinton signed Presidential Decision Directive 41 (PDD-41) in September 1995. Most of the textual documents responsive to this FOIA request are located in the records of the National Security Council (NSC). In the Nonproliferation and Export Controls directorate, the files of Gary Samore contain charts, memos, notes, agendas, and press materials regarding the composition of PCAST and the transfer of its report to the President. The files of Jessica Stern, in the Russia, Ukraine, and Eurasian Affairs Directorate, contain similar materials. The NSC Emails, dated from March through May 1995, consist of email correspondence between NSC staff discussing briefings and responses regarding the report. The NSC Records Management numbered documents include memoranda concerning PCAST briefings for National Security Advisor Anthony Lake and President Clinton. The majority of these records related to this FOIA case are closed for national security reasons. Record Type Textual System of Arrangement Records that are responsive to this FOIA request were found in these collection areas—Clinton Presidential Records: White House Staff and Office Files and Clinton Presidential Records: NSC Cable, Email, and Records Management Systems. Staff and Offices files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of couments that are not wholly responsive to the subject area. Chapter 22, as amended) and the Freedom of Information Act (FOIA) (5 U.S.C. 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.
