Researchers should consult the archivist about related materials. FOIA request 2006-0198-F (seg 3) contains records on the President’s Interagency Council on Women. The Council was created in August of 1995 following the United Nations Fourth World Conference on Women in Beijing, China. The Council’s agenda was to move the United States toward equality for women by the year 2000. Their goal was to develop a national action agenda on issues of concern to women and girls, which covered issues such as health care, education, economy, employment, and violence against women. They also addressed the trafficking of women and children and the horrible abuse women and girls undergo in Afghanistan. The records contain reports, letters, memoranda, brochures, and news articles. The material covers the establishment of the Council, the members of the council, the work of the Council, and their accomplishments. Record Type Textual System of Arrangement Records that were responsive to this FOIA request were found in two collection areas – Clinton Presidential Records: WHORM Subject File and Clinton Presidential Records: Staff and Office Files. As policy, Staff and Office Files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. WHORM Subject files are processed at the document level. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designed by a letter/number combination. A complete listing of the categories with detailed descriptions is provided in our research room and on our website. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. Access Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 USC 2201) and the Freedom of Information Act (FOIA) (5 USC 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.
