FOIA 2016-0159-F contains the National Security Council (NSC) files of R. Nicholas Burns, Senior Director for Russia, Ukraine, and Eurasian Affairs from 1993 through 1995. A career Foreign Service Officer, Burns worked in a series of positions at the Department of State from 1982 until 1990. He then served on the NSC staff as Director for Soviet (and then Russian) Affairs from April 1990 until July 1993, when he was appointed to the Senior Director position. At the NSC, Burns was responsible for advising President Clinton and National Security Advisor Anthony Lake on all aspects of U.S. relations with the fifteen countries of the former Soviet Union. He led efforts to build a new policy of engagement with Russian and Ukrainian governments during the critical periods of 1993 and 1994. Burns also accompanied President Clinton to his three summit meetings with President Yeltsin in Vancouver, Tokyo, and Moscow. He also led U.S. delegations to Russia, Ukraine, and the Baltic countries. Following his time at the NSC, Burns returned to the State Department, serving as Spokesman, Ambassador to Greece, Ambassador to NATO, and finally as Under Secretary State for Political Affairs. As of October 2016, Burns is a faculty member at the Harvard Kennedy School of Government. The records responsive to this FOIA consist of R. Nicholas Burns’ systematically processed files. These records include correspondence, memoranda, reports, briefing and meeting materials, schedules, notes, speeches, newspaper articles, and emails regarding Russia and the Newly Independent States. The researcher should note that nearly half of records related to this FOIA case are closed for national security reasons.

Records that are responsive to this FOIA request were found in this collection area—Clinton Presidential Records: White House Staff and Office Files. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.

Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 U.S.C. Chapter 22, as amended) and the Freedom of Information Act (FOIA) (5 U.S.C. 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.
