It includes correspondence, memoranda, reports, speeches, email, and cables detailing the move and efforts to streamline RFE/RL and make it more responsive to a post Cold War world. Scope and Content Note The materials in 2006-0203-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA request 2006-0203-F contains records dealing with the move of Radio Free Europe from Munich to Prague in 1995. The collection shows that the relocation came about in an effort to make RFE more responsive to the realities of a post-Cold War world. Downsizing RFE was a goal of the Clinton Administration along with putting more funds in the budget for broadcasting to high profile countries such as Iraq, Iran, and China. The WHORM Subject Files contain a number of significant records. They are comprised of letters from President Clinton to employees of RFE/RL congratulating them on their years of loyal service to the organization, memos discussing the cost of relocating RFE/RL from Munich to Prague, and correspondence from the leaders of East European countries to President Clinton expressing their concern over the decision of the United States to cut back on broadcasts in a concerted effort at streamlining RFE/RL. In short, this part of the collection focuses on several different topics and, in doing so, provides invaluable insights for the researcher. The White House Staff and Office Files contain memos, reports, correspondence, and cables. Most of these records can be found in the NSC files of Daniel Fried and are related in some fashion to the move of RFE/RL from Munich to Prague. Subjects covered include the lease agreement whereby RFE/RL established its headquarters in the former Federal Assembly Building located in Prague, negotiations between President Vaclav Havel of the Czech Republic and President Clinton over the final agreement between the two countries concerning the relocation of RFE/RL, and the elimination of certain language services with the consolidation of RFE/RL and its airing of programs in Prague. Additionally, the papers of Jodi Greenstone (Chief of Staff) stand out due to their extensive reports and studies regarding the financial and technical aspects of the reorganization of RFE/RL. The Automated Records Management System (ARMS) Emails contain press statements, reports, and speeches that deal with the activities of RFE/RL during the Clinton Administration. For example, a compilation entitled “(Un) Civil Societies” is composed of contributions from RFE/RL and other sources and shows how the organization addressed media-related events on an international and regional basis. Its coverage of journalists and correspondents employed by Radio Free Europe merits commendation and should be useful to the researcher. The NSC Cable, Email, and Records Management Systems contain an array of material devoted to the move of RFE/RL to Prague and other issues. There are both cables and emails regarding possible terrorist threats to RFE/RL due to Radio Farsi and Radio Free Iraq broadcasting from Prague. Moreover, in numerous cables there are complaints about the perceived biased reporting of RFE/RL. Record Type Textual System of Arrangement Records that were responsive to this FOIA request were found in four collection areas—Clinton Presidential Records: WHORM—Subject File, Clinton Presidential Records: White House Staff and Office Files, Clinton Presidential Records: Automated Records Management System, and Clinton Presidential Records: NSC Cable, Email, and Records Management Systems. As policy, Staff and Office Files are processed at the folder level. That is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. WHORM Subject Files are processed at the document level. The WHORM Subject File was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. A complete listing of the categories with detailed descriptions is provided in our research room and on our website. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. The Automated Records Management System (ARMS) is a database that contains email records of the executive office of the President. This system maintained unclassified Presidential email. The ARMS dataset is comprised of 6 sub-series of email records called “Buckets.” The buckets include NPR, OPD, POTUS, WHO, CEA, and Default. ARMS emails are arranged chronologically by creation date. Access Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 USC 22) and the Freedom of Information Act (FOIA) (5 USC 552 as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.
