Records that are responsive to this FOIA request were found in these collection areas—Clinton Presidential Records: White House Office of Records Management (WHORM) Alpha Files, Clinton Presidential Records: WHORM Subject Files, Clinton Presidential Records: White House Staff and Office Files, and Clinton Presidential Records: NSC Cable, NSC Email, and NSC Records Management Systems. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Alpha file was compiled by the White House Office of Records Management from 1993 – 1996 and is a series of documents arranged by name of persons, organizations, or events. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. In addition, there are WHORM, WHORM Counsel, WHORM (CL), WHORM (OP), WHORM (Too Late); WHORM (Various Offices); and WHORM (Alpha Project) series. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. FOIA 2020-0345-F includes WHORM records from these subject codes: CO001-01 Africa CO051 Dominican Republic FG001-02 Personal Representative of the President FG006-03 Chief of Staff FG017-02 Federal Bureau of Investigation (FBI) FG020-01 Bureau of Census FG022-03 Surgeon General of the USA FG050 Courts, Federal FG059-02 Superior Court of the District of Columbia FG114 District of Columbia FG114-01 District of Columbia Financial Responsibility and Management Assistant Authority, Established 1995 FG123 Equal Employment Opportunity Commission FG128 Federal Communications Commission FG207 National Labor Relations Board FG479 Resolution Trust Corporation IT130 European Bank for Reconstruction & Development (EBRD) FOIA 2020-0345-F includes WHORM records from these subject codes (continued): IV Invitations IV093 Invitations, 1993 IV096 Invitations, 1996 JL001 Amnesty – Clemency – Pardons JL003 Criminal Matters JL006 Law Enforcement – Police Matters LA005 Strikes – Work Stoppages - Arbitration LG Local Governments ME001-02 Birthday Greetings ME001-04 Illness/Get Well PL008 Voting, Political PP005-01 First Lady PR005-01 Photographs Granted, Presidential RM Religious Matters SP879 Responsible Citizenship and the American Committee, Georgetown University, DC, 7/6/95 TA005 Trade Agreements TR337 Nicaragua / El Salvador / Honduras / Guatemala, 3/7-11/99 UT001 Communications - Telecommunications WE001 Children (Welfare Services – Adoption – Abuse) WE010 Poverty Programs.
