This collection consists of records related to the Republic of South Africa and the transition to a non-racial democracy. Additionally, the collection also contains records related to nuclear non-proliferation and South African nuclear programs. These date primarily between 1993 and 1996. The collection includes records related to U.S. support for African transition to a non-racial democracy, for extension of the Comprehensive Test Ban Treaty and the Nuclear Nonproliferation Treaty, and for development of a U.S. policy toward South Africa. The collection also includes a large number of records related to the inauguration of Nelson Mandela as President of the Republic of South Africa. Nelson Mandela, F. W. de Klerk, Thabo Mbeki, and Pik Botha feature prominently in the records of this collection. These materials consists of correspondence, press briefings, talking points, speech drafts, memoranda, news clips, schedules and reports.

The materials in FOIA 2012-0660-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related material. Freedom of Information Act (FOIA) request 2012-0660-F was for Clinton presidential records related to the Republic of South Africa and the transition to a non-racial democracy. Additionally the request was for records related to nuclear non-proliferation and South African nuclear programs. This collection dates primarily between 1993 and 1996. Due to the complexity of the request, the electronic records in the National Security Council’s Cables, Emails, and Records Management System were limited to subject line search. Also the collection was limited in this system to those records that date prior to December 31, 1996. This ensured the majority of records would be substantive, responsive, and would include the important discussions of the transition period. This collection includes records from the WHORM subject files, staff and office files and the National Security Council. The collection includes records related to the support for African transition to a non-racial democracy, for extension of the Comprehensive Test Ban Treaty and the Nuclear Nonproliferation Treaty, and for development of a U.S. policy toward South Africa. The collection includes a large number of records related to the inauguration of Nelson Mandela as President of the Republic of South Africa. Nelson Mandela, F. W. de Klerk, Thabo Mbeki, and Pik Botha feature prominently in the records of this collection. The collection consists of correspondence, press briefings, talking points, speech drafts, memoranda, news clips, schedules and reports. In August 1992, then presidential candidate William J. Clinton gave a speech to the Los Angeles World Affairs Council. In that speech he criticized the current administration policy of support for the “status quo” in South Africa. Clinton stated that under his administration, “We will keep the pressure on South Africa until the day of true democracy has dawned.” This was only a month after accepting the Democratic Party nomination for presidential candidate in New York. During his speech accepting the party’s nomination, Clinton laid out a vision for a new covenant for America. He envisioned an America that championed freedom and democracy “from Eastern Europe to Southern Africa.” The struggle for freedom and democracy had been long underway in South Africa. Following the formation of the Union of South Africa in 1910, there was an increase in oppression and denial of rights to the black-majority population of South Africa. On January 8, 1912, the African National Congress (ANC) was formed to unite Africans to fight for their freedom and rights. The ANC, as the African National Congress is more commonly known, is perhaps one of the better known South African political and resistance movements. It was not the first; there were resistance movements formed prior to 1912. The formal acceptance of the policy of Apartheid by the Afrikaner, white-minority population in 1948 began an extended period of struggle for democracy and freedom. Under apartheid the activities of non-whites were greatly restricted. Non-white South Africans were removed from ballots and denied the right to vote. Participation in political activities often resulted in arrest and imprisonment for non-whites. Residency laws, travel restrictions, and other mobility laws were tightened. The ANC, the Pan Africanist Congress of Anzania (PAC), the Natal Indian Congress and others fought against these laws and restrictions. President Ronald Reagan, in a July 22, 1986, speech gave a very brief history of U.S. actions against apartheid. He noted that in 1962 President John F. Kennedy banned sales of military goods to South Africa. Reagan stated in that same speech that “apartheid was morally wrong and politically unacceptable.” Congress forced Reagan to embrace those statements by passing the Comprehensive Anti-Apartheid Act—first introduced to Congress in 1972—in the fall of 1986. Strong sanctions were put into place by the Act. South African President F.W. de Klerk was elected to office in 1989 and called for a non-racist South Africa. He quietly closed and dismantled South Africa’s, then unacknowledged, nuclear weapons program. De Klerk lifted the ban on the ANC and the Communist Party of South Africa. He released the political prisoners including Nelson Mandela. Mandela was received at the White House by President George H. W. Bush on June 25, 1990. In 1992, President de Klerk called for a referendum on continuing with negotiations on anti-apartheid laws and drafting a new South African Constitution. South Africa voted to continue and in October 1993 de Klerk signed the Transitional Executive Council Act, forming the Transitional Executive Council (TEC) whose job it was to facilitate a transition to democratic order. Universal suffrage elections were held in April 1994, and Nelson Mandela was elected President of the Republic of South Africa. The U.S.-South Africa Binational Commission, often called the Gore-Mbeki Commission, was formed in 1994 to begin dialogue and put in place programs to assist South Africa with transition.

Records that are responsive to this FOIA request were found in these collection areas— Clinton President Records: WHORM Subject Files, Clinton Presidential Records: White House Staff and Office Files and Clinton Presidential Records: NSC Cable, Email, and Records Management Systems. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.
