(2006-0235-F) Richard Clarke and Rwanda, 1993-1994

This collection consists of records dealing with Richard Clarke, who served on the National Security Council during the Clinton Administration, and United States policy towards Rwanda from 1993-1994. Memoranda, papers, talking, points, agendas, reports, cables, and emails show that Clarke wanted to limit American involvement in Rwanda. Much of the material deemed responsive had already been pulled for FOIA cases directly concerning genocide in the African country.

The materials in 2006-0235-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA request 2006-0235-F consists of memos, papers, talking points, agendas, reports, cables and emails concerning Richard Clarke, who served on the National Security Council during the Clinton Administration. His specific positions included Director of the Office of Global and Multilateral Affairs, National Coordinator for Security, Infrastructure Protection, and Counter-Terrorism from 1998- 2001 and Chair of the Counter-Terrorism Security Group from 1992-2001. He stayed on at the NSC during the initial years of the George W. Bush Administration. Since leaving the government, Clarke has been Chairman of Good Harbor Consulting, a strategic planning and corporate risk management firm, a consultant for ABC News on foreign affairs and defense issues, an adjunct lecturer at the Harvard Kennedy School, and a novelist with two published works, The Scorpion’s Gate (2005) and Breakpoint (2007). The NSC Cable, Email, and Records Management Systems did have a few records of interest. It should be noted that the overwhelming majority of these records had been pulled for other FOIAs dealing with the genocide in Rwanda. Within the emails, found to be responsive to this FOIA, is a draft of a speech Clarke gave at the Massachusetts Institute for Technology in 1994. The speech provides some rationale behind the Presidential Decision Directive (PDD) 25 concerning the United States’ policy on reforming multilateral peace operations. In the case of the NSC Records Management System materials can be found relating to high level meetings on Rwanda, detailing options and courses of action with respect to U.S. response to the mass murders, and describing the quandary of the Clinton Administration vis-à-vis the issue of official recognition of the new Rwandan government. Clarke wanted to limit American involvement in Rwanda and advised Madeleine Albright to curtail peacekeeping operations on a global scale. On a consistent basis he called for the U.S. to pursue matters involving its “vital national interests.”
