This collection consists of records related to Richard Morningstar. President Clinton announced April 6, 1995 that Richard L. Morningstar was going to be his Special Advisor to the President and to the Secretary of State on Assistance to the Newly Independent States of the former Soviet Union and Coordinator of U.S. Assistance to the NIS. Morningstar was already serving as acting in this role, having replaced Ambassador Thomas W. Simons, Jr. This request was specifically for records related to Morningstar and his work as Coordinator of U.S. Assistance to the Newly Independent States of the former Soviet Union. More specifically this request was limited to Morningstar’s work in Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. This collection primarily focuses on the work of the United States in those countries, though some records related to the other countries of the NIS are present as well. This collection also explores in small part our relations with Russia, Iran, and Afghanistan and in relation to the creation of the Commonwealth of Independent States (CIS). President Clinton announced April 6, 1995, that Richard L. Morningstar was going to be his Special Advisor to the President and to the Secretary of State on Assistance to the Newly Independent States (NIS) of the former Soviet Union and Coordinator of U.S. Assistance to the NIS. Morningstar was already serving as acting in this role, having replaced Ambassador Thomas W. Simons, Jr. who was transitioning to Ambassador to Pakistan. The Coordinator of U.S. Assistance to the Newly Independent States of the Former Soviet Union was a position authorized by Congress under the Freedom for Russia and Emerging Eurasian Democracies and Open Markets Support Act of 1992 or FREEDOM Support Act. The Newly Independent States–or NIS–were defined in the Freedom Support Act as being Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine, and Uzbekistan. The position worked under Ambassador James Collins and was primarily responsible for bilateral economic assistance and business development. Morningstar coordinated the work of sixteen government agencies in their efforts to provide aid to the NIS. This request was specifically for records related to Morningstar and his work as Coordinator of U.S. Assistance to the Newly Independent States of the former Soviet Union. More specifically this request was limited to Morningstar’s work in Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. This collection primarily focuses on the work of the United States in those countries, though some records related to the other countries of the NIS are present as well. This collection ends in July 1998; the approximate time that Morningstar began working as Special Advisor to the President and Assistant Secretary of State for Caspian Basin Energy Diplomacy. Morningstar served as Special Advisor to the President and Assistant Secretary of State for Caspian Basin Energy Diplomacy until June 20, 1999, when he was sworn in as Ambassador to the European Union. President Barack Obama nominated Morningstar to be Ambassador to Azerbaijan in 2012 and Morningstar served in that role until his retirement from government service in 2015. Previously Morningstar was a Vice President at Overseas Private Investment Corporation (OPIC). Ambassador Morningstar earned a Bachelor of Arts from Harvard University and a juris doctor from Stanford Law School. He was an attorney in private practice for 10 years before becoming Chief Executive Officer of Costar Corporation. He left Costar to enter government service.

Records that are responsive to this FOIA request were found in these collection areas—Clinton Presidential Records: White House Staff and Office Files, Clinton Presidential Records: Automated Records Management System [Email], and Clinton Presidential Records: NSC Cable, Email, and Records Management System. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The Automated Records Management System (ARMS) was a database that contained email records of the Executive Office of the President. This system held, and allowed access to, unclassified Presidential email. The ARMS database was comprised of seven sub-series of email records called "buckets." The buckets generally represented a specific White House office. The buckets were titled: NPR for National Performance Review, NSC for National Security Council, OPD for Office of Policy Development, POTUS for President of the United States, WHO for White House Office, CEA for Council of Economic Advisers, and Default for emails not associated with an office. In 2022, the National Archives and Records Administration transferred the majority of Clinton ARMS and TRP records to a records management and access system called ERA. This changed the processing of ARMS and TRP records. For technical reasons, however, NSC emails remained in their own bucket. NSC ARMS emails are arranged by bucket, there-under by topic, and there-under chronologically by creation date.

Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 U.S.C. Chapter 22, as amended) and the Freedom of Information Act (FOIA) (5 U.S.C. 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.

Official records of William Jefferson Clinton’s presidency are housed at the Clinton Presidential Library and administered by the National Archives and Records Administration (NARA) under the provisions of the Presidential Records Act (PRA).
