Mr. Schifter was an Austrian-American attorney who had served in various roles in the State Department under President Reagan and the first President Bush. President Clinton appointed Ambassador Schifter to the National Security Council, where he served in the Counselor’s Office until 1997. Ambassador Schifters files contain briefing materials for a meeting between President Clinton and Ukrainian President Leonid Kuchma on November 22, 1994, including a briefing paper, talking points, suggested press points, draft remarks, and the schedule for the state visit. The files include a letter from David Roth, Director of Project Ukraine and the American Jewish Committee, with diplomacy suggestions.
