This collection consists of records related to Robert “Bob” Novick and China, specifically regarding the General Agreement on Tariffs and Trade (GATT) and the World Trade Organization (WTO). The collection contains records related to Robert “Bob” Novick and China, specifically regarding the General Agreement on Tariffs and Trade (GATT) and the World Trade Organization (WTO), which replaced GATT in 1995. Robert Novick was hired as Counselor to the United States Trade Representative in 1997. Novick rose to the position of General Counsel of the USTR and served until 2001. He played a considerable role in the negotiations that took place during the Clinton Administration leading up to China joining the WTO in December 2001. He then took a position at the law firm of WilmerHale where he continues, as of July 2022, advising on international business and Asian affairs. The records to be released include internal correspondence, meeting agendas, press guidance and talking points and their drafts, and fact sheets.

These records are stored in Search and Access Sets (SAS) that represent their originating computer program. Records that are responsive to this FOIA request were found in these collection areas— Clinton Presidential Records: (SAS) Automated Records Management System [Email] The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential email.

Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 U.S.C. Chapter 22, as amended) and the Freedom of Information Act (FOIA) (5 U.S.C. 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.

Official records of William Jefferson Clinton’s presidency are housed at the Clinton Presidential Library and administered by the National Archives and Records Administration (NARA) under the provisions of the Presidential Records Act (PRA).
