The records, though sparse, do highlight the voting records of three Senators—John Ashcroft of Missouri, Jon Kyl of Arizona, and Trent Lott of Mississippi—with respect to judicial nominations in the 105th and 106th Congress (1997-2001). The material found here includes roll call ballots (generally in the form of photocopies), handwritten notes, tables showing how members of Congress voted in certain cases, and publications listing the “yea” and “nay” votes of Senators on judicial nominations. Scope and Content Note The materials in 2010-0784-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA 2010-0784-F contains roll call forms with, in some cases, accompanying documentation. The vote can be about an individual piece of legislation, a presidential nominee to the court system or appointment as an ambassador to a foreign country, and a legislative motion or tactic such as cloture or a filibuster. At times, the voting record of a Congressman is subjected to scrutiny. The White House Staff and Office Files contain roll call ballots (generally photocopies) that highlight how Congress voted on one item at a certain point in the Clinton administration. For example, the Counsel’s Office papers detail the way members reacted to judicial nominees sent forward by President Clinton. Republicans viewed more than a few of them in a negative fashion and attempted to block their nomination. The voting records of Senators John Ashcroft and Jon Kyl with respect to judges are broken down and analyzed. Legislative Affairs has a file entitled “Temporary Senate Voting Record” that can best be described as a series of documents from the 103rd Congress (January-March 1994) focusing on issues such as education, emergency supplemental appropriations, a balanced budget, and the federal workforce. A researcher could go here and see how Senators voted on Goals 2000: Educate America Act. It would also be possible to view the party break down on the nomination of Strobe Talbott to the position of Deputy Secretary of State. Record Type Textual System of Arrangement Records that were responsive to this request were found in these collection areas—Clinton Presidential Records: White House Staff and Office Files. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. Staff and Office files are processed at the folder level, that is individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. Chapter 22, as amended) and the Freedom of Information Act (FOIA) (5 U.S.C. 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.
