This collection consists of records related to the Rose Gottemoeller, National Security Council Director for Russia, Ukraine and Eurasian Affairs from 1993 to 1994. The collection contains materials from the multiple inter-agency working groups that Ms. Gottemoeller chaired and attended. Topics of these meetings include the denuclearization of Ukraine, commercial space launch cooperation between the United States and Russia and various other financial dealings with Russia under the auspices of the Gore-Chernomyrdin Commission.

Rose Gottemoeller served from 1993 to 1994 on the National Security Council staff as Director for Russia, Ukraine and Eurasian Affairs, with responsibility for nuclear threat reduction in Russia, Ukraine, Kazakhstan and Belarus. Ms. Gottemoeller also served as the Assistant Secretary for Nonproliferation and National Security and then Acting Deputy Administrator for Defense Nonproliferation in The U.S. Department of Energy from 1997 – 2000. Prior to 1993 she was a social scientist at the RAND Corporation and a Council on Foreign Relations International Affairs Fellow. She also taught Soviet military policy and Russian security at Georgetown University. As of 2016 Rose Gottemoeller was the first female Deputy Secretary General of NATO. The records responsive to this FOIA are from Ms. Gottemoeller’s tenure at the National Security Council (NSC) from 1993-1994 and include memoranda and briefing papers to the National Security Advisor Anthony Lake and to the President concerning the April 1993 Vancouver Summit between President Clinton and President Yeltsin, and other communications including telephone calls and face-to-face meetings with Ukrainian, Belorussian and Kazakhstani leaders. This collection also includes notes, agendas and attendance lists from the numerous interagency working groups that Rose Gottemoeller chaired and attended while working at the NSC. Topics of these meetings include the denuclearization of Ukraine, commercial space launch cooperation between the US and Russia, and various financial assistance deals with Russia under the auspices of the Nunn-Lugar Cooperative Threat Reduction program. Also included in these records are memos and briefing papers concerning the Gore / Chernomyrdin Commission (GCC) that was formed as a result of the 1993 Vancouver Summit. The GCC’s mission was to foster U.S. and Russian cooperation on issues of space exploration, energy, trade and business development, defense conversion, science and technology, health, agriculture, and the environment. The majority of the records related to this FOIA case are closed for national security reasons.
