During this time period, Robert Rubin was serving as Assistant to the President for Economic Policy and, in that capacity, as Director of the newly created National Economic Council. In the opening of his remarks at the NAFTA bill signing ceremony, Robert Rubin was one of four individuals specifically thanked by President Clinton for their work on the trade agreement.
