This collection contains textual records relating to Robert Rubin and the North American Free Trade Agreement (NAFTA) from January 20, 1993 to December 8, 1993. Robert, who was more often called Bob, was Assistant to the President for Economic Policy and Director of the National Economic Council. This third segment of this request opens emails, cables, and memorandum from Bob Rubin to President Clinton regarding newspaper articles on NAFTA and also regarding Labor Secretary Robert Reich on NAFTA. The Records Management (CL) memo from David Gergen to Bob Rubin and others concerns events and tasks after the passage of NAFTA.

The materials in FOIA 2023-0709-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related material. This collection contains records from the National Security Council related to Robert Rubin and the North American Free Trade Agreement (NAFTA). These documents are cables, emails, and memoranda dated between January 8, 1993 and November 19, 1993. This is the third segment and release of records related to Freedom of Information Act (FOIA) request 2023-0709-F. The National Economic Council (NEC), of which Rubin was the director, was part of the Office of Policy Development and considered an equal in organization to the National Security Council. While the role of the National Economic Council was not primarily foreign or international, some issues were inevitably so. Open records in this segment include emails and cables related to Canadian and British trade. This segment also contains a memorandum related to the organization of international trade functions. There are also records related to the Caribbean Basin Initiative and correspondence with Congress. Robert Rubin, who often went by Bob, was Assistant to the President for Economic Policy and the first director of the National Economic Council.
