Records in this collection include correspondence, reports, papers, memos, and press releases. The records of Susan Rice document the role she played in shaping the policy of the Clinton Administration relating to the carnage that erupted in Rwanda in the spring of 1993. A considerable amount of material deals with the establishment and peacekeeping operations of UNAMIR (United Nations Assistance Mission for Rwanda). The NSC Cable, Email, and Records Management Systems have a number of letters from members of Congress urging President Clinton to dramatically increase humanitarian assistance to Rwanda.

The materials in 2006-0230-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA request 2006-0230-F contains records relating to Susan Rice, who served on the National Security Council and was a key advisor on all foreign policy issues relating to Africa, and the policy of the Clinton Administration towards Rwanda from 1993-1994. Rice, along with Donald Steinberg, played an important role in shaping the response of the U.S. to the outbreak of violence that began taking place in Rwanda in the spring of 1993. In the end, the Clinton Administration received a considerable amount of criticism for its delayed reaction to the genocide that engulfed most of Rwanda. The White House Staff and Office Files contain memos, reports, papers, agendas, and United Nations documents. These type of records can all be found in the files of Rice and generally revolve around a number of matters that are related in some fashion. For example, security in the refugee camps that sprang up in the aftermath of the crisis in Rwanda is a source of concern for American policymakers. Also, the topic of humanitarian assistance arises on numerous occasions. Rice and others constantly address the issue of how many gallons of water and what kinds of basic foods (and in what amounts) would be required to reduce substantially the daily death rate at the refugee camps in Zaire, Tanzania, Burundi, and Rwanda. The NSC Cable, Email, and Records Management Systems contain additional material that illuminate the disaster occurring in Rwanda. Subjects dealt with include possible human rights monitors for Rwanda, press guidance on how to handle the sensitive matter of peacekeeping and Rwanda, and money that might be available to deal with the humanitarian crisis in the refugee camps. In addition, there are agendas compiled by Rice and her colleagues to go along with the frequent meetings they held concerning Rwanda. It should be noted that there is a considerable amount of duplication between 2006-0230-F and 2006- 0218-F, the FOIA request dealing with records on Donald Steinberg and Rwanda. That is, the same documents can be found in both FOIA requests. In the case of the Records Management System (or NSC numbered documents), many of the responsive records have already been pulled for 2006-0218-F.

Records that were responsive to this FOIA request were found in two collection areas—Clinton Presidential Records: White House Staff and Office Files and Clinton Presidential Records: NSC Cable, Email, and Records Management Systems. As policy, Staff and Office Files are processed at the folder level. That is, individual documents are not selected and removed from a folder for processing.

Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 USC 2201) and the Freedom of Information Act (FOIA) (5 USC 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions

Official records of William Jefferson Clinton’s presidency are housed at the Clinton Presidential Library and administered by the National Archives and Records Administration (NARA) under the provisions of the Presidential Records Act (PRA).
