Scope and Content Note The materials in FOIA 2006-1188-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA request 2006-1188-F consists of phone logs from the National Security Council showing communication between Samuel Berger, President Clinton’s National Security Advisor, and John Sawers, Prime Minister Blair’s Foreign Policy Advisor. Documents were considered responsive to this FOIA if they were dated from June 10 – 15, 1999. The WHORM Alpha Files contain no relevant records. The WHORM Subject Files – General contain no relevant records. The WHORM Subject File – CF contain no relevant records. The White House Staff and Office Files contain one folder of responsive material, which consists of Samuel Berger’s phone logs from the National Security Council. The Automated Records Management System (Email) contains no relevant records. The NSC Cable, Email, and Records Management Systems contain materials responsive to the request. The NSC Email System contains phone logs from the White House Situation Room; however it should be noted that the majority of these records are closed for national security reasons. Record Type Textual System of Arrangement Records that were responsive to this FOIA request were found in two collection areas—Clinton Presidential Records: White House Staff and Office Files and Clinton Presidential Records: NSC Cable, Email, and Records Management Systems. As policy, Staff and Office Files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.
